Well, rescheduling wouldn't be happening, i think. Someone (Teapoted?) who read the whole rule sheet, probably knows when you are getting DQ'd, warned or whatever.

They say you'll get extra time if something like that happens but that not being able to reconnect isn't going to get you a postpone.

I was pretty sad I was going to miss a lot of good dota being out of town this weekend for mothers day but it seems not much dota is actually happening. At first I was frustrated but now its just depressing.

I don't think Dota lounge has anything to do with this. You can't bet very valuable items or keys (or can you?) and regular rares are worth pretty much nothing, I don't think it would be worth the effort to DDOS for that. Probably some kid DDOSing just because he can, or to get attention.
Also, why is this in the rules document:
1.5.1 The primary communication platform for the tournament is skype. At least one member of each team or its manager has to be part of the official Skype group. This member has to be available there as much as possible until the team gets eliminated. These Skype groups get created and moderated by the administration.
Skype is notoriously known for leaking ip adresses and they make it the primary communication platform for TI3 qualifiers... Sure, the teams might just send their admin in the skype group, but still why would they do it? Skype isn't the only communication in the world.
