It doesn't matter if perfect balance is never achieved (perfect balance is only possible if all heroes are the same in every sense). Hero cycles shouldn't be taken as some sort of teleological imperative. It actually is due to the nature of how people view the game and how drafting works. Suppose you theoretically had a perfectly balanced version, or at least close enough to it that comfort with with particular heroes and strength of a draft outweighs the individual strength of the heroes it's comprised of. In this case, the drafts played by the strongest teams will be dictated by their level of comfort with particular heroes or playstyles, rather than by what playstyles the strongest heroes fit into. Now here's the thing, because a "perfectly balanced" version is not generally distinguishable from one that isn't by most people, the best team winning with a style they're comfortable with and the best team winning with a style that is actually the best for that version are not that readily distinguishable. The way the best teams draft would influence the way most lesser team drafts in the same manner that it does when the best teams are "abusing" the strongest heroes in a given version. As such, this slants the way people draft towards those playstyles, which in turn causes the way people play the game to shift toward/against those playstyles the exact same way they do in a version that is not "perfectly balanced".

Living Armor obviously only makes things harder. Kinda funny, how it even blocks enough to make certain autoattacks not even trigger coldsnap.
