Are we talking about a 1v1 situation? Sniper has very low base damage and you should be able to trade hits with him and come out on top. Any kind of nuke will also wreck him. Basically, don't just take potshots, go kill him.
It's also a lot easier on you if you abuse his low base damage early to deny aggressively. His harass advantage picks up at level 3 or 5, but if you get a level advantage, you can threaten him enough to keep him honest.
Don't let him take free hits on you. Make him choose between getting a last hit or harassing you by going in for the deny every time. Man up on him and trade hits with him, because you'll usually come out on top with most heroes. Basically just force him to make decisions he doesn't want to make and never let him have harass on you for "free" - make it cost something for him.
Where can you find a lot of up to date builds? I wanted to find a good build for morphling, but after reading a blog about morphling I realized the playdota guides are quite out of date and I don't know what other sites to trust.

Other than that, I usually look through a combination of http://dota2alttab.com, TL, dotacinema (youtube), and try to figure out what kind of items generally work. You can check out specific builds that pro players have used in pubs through Dotabuff. Stay away from dotafire is all I can say.
Alright so I have questions on the most optimal carry Tiny build. So far I've been starting tango/salve/stout/ggbranches then going bottle, arcanes (mostly playing midlane). Past that, I'm not really sure what to do. The core I want to reach is aghanims + manta (+AC), but I've done a bunch of different item builds like:
straight aghs rush -> manta straight aghs rush -> hyperstone -> manta drums -> aghs -> manta yasha first -> aghs -> manta blink to roam/gank and get kills for aghs -> manta,
etc. and none of them seemed to work exceptionally well since you need both the cleave and attack speed to farm efficiently. Is there some other item I'm supposed to be getting? Also, should I be trading in arcanes for treads at some point? (pre manta I clear jungle camps with toss then whacking them a few times).
What a lot of players do in tournament games with carry Tiny is go (sometimes Bottle depending on how many Arcanes your team is getting) Phase -> Drums -> Yasha -> Aghs -> finish Manta (or AC/BKB/whatever else if needed)
That way you get a ton of movement speed and attack speed early, which not only lets you battle pretty hard early on, but sets you up for doing a ton of damage when you finish your Aghs.
You don't really need the cleave that much for farming, just use your skills to flash farm, since if you're going carry you won't be going around ganking a million times anyway. No need to save your skills then right? The Aghs is mostly used for doing a ton of damage in teamfights and killing towers anyway, its main use isn't really for farming creeps.
Is there a page somewhere with all the detailed item stats (as in bonuses associated with the item, not statistics in terms of usage etc) and abilities compiled on a single page somewhere? Preferably in a spreadsheet-like format or some sort of table.
I imagine this has to exist somewhere, but Googling has yielded no results so far and most of the sites/wikis I found so far have very poorly organized information.

Don't go mana boots, not on carry tiny anyway. Treads or phase are the boots of choice, i suppose tranquils could work early game as well, haven't tried. Treads synergize with tiny due to giving him much needed attack speed, if chasing wont be a problem treads are amazing. Phase synergize with tiny due to giving him much needed chasing power that only further synergizes with his ulti increasing his base movespeed.
Drums are great on carry tiny due to providing overall amazing stats, helping his mana pool and giving some extra armor plus attack and move-speed. Suits carry tiny since he wants to be in early battles.
After that there are a lot of items to go for, phase drum yasha tiny has seen some success due to the chasing power being crazy, aghs rush after boots/drums also work. After that i'd say it's very situational, AC is great. BKB is needed sometimes, other times you might want manta or satanic. Crit is always nice on tiny and obviously MKB can be needed against some enemies.

A few thing. If your mid Tiny, bottle please...for rune control to help your team. Try something like this.
Version 1:- Phase > Bottle > Aghs > RAW HYPERSTONE > Manta > AC Version 2:- Phase > Bottle > Ags > Raw hyperstone > Helm of dominator(or just raw mask of death) > AC > Manta Version Pro:- Phase > Drums > Yasha > Ags > Manta > AC (pretty much all pro tiny goes this build...for maximising Tiny movespeed allows him to act as a Chaser-type hero)
Thats my default build. Only use when your the only carry OR your team has stunners to help you get kills via your combo. Due to the lack of Blink, you can only solo kill if you get a invis/haste rune. The 2 versions are for 2 situation. Situation 1, your team is pushing and manta will be key to raxing them fast & furiously. Situation 2, there's still teamfights going on that require you to be alive....Lifesteal is pretty good on Tiny due to huge base dmg, and only after a hyperstone. Worth dumping 900 for a quick boost to survivability. Priority is completing the AC over the Manta.
Pro Version: Only works with people who know how to help the tiny. Too slow to power up the tiny in Pubbies most of the time. I prefer my Version 1/2 for pubbies. Will still go for pro-build in inhouses though.
Gank-into-carry Arcane > Blink(with or without bottle,depending on how much gold am i getting) > Aghs > into Version 1 or 2 on top.
Disassemble Arcane boots for Phase when you have enough base MP(around 600MP should be enough)
Phase boots is extremely important for Tiny....that boost of MS will get you a lot of kills that would have gotten away. Tiny's attack animation is weird in the sense that it only matters that you get that swing animation off even if it looks like they are beyond melee distance by time your swing will end...all you need is the attack animation and the attack will go through.

I'm really interested in the Warlock/Spectre combo that Dignitas has been running. Whenever Warlock gets picked, Spectre gets banned in the 2nd phase so teams are clearly respecting it. My question is, obviously the Warlock is relatively level dependent but can you run a Warlock/Spectre +1 trilane successfully, and if so, what should the +1 be?
