You can try to counter with BKB but it's pretty hard considering that it obviously has a much longer cd than mana burn. Best you can do is avoid him whenever BKB is on CD, and focus him first at teamfights during the BKB duration.
I recently had a game where I was absolutely dominating with OD against a Nyx, whenever he showed himself I would have to immediately juke in FoW. Fortunately for some reason he only noticed that his mana burn was a 1200 damage nuke to me every 4 seconds after we got mega creeps.

From Playdota: Creep aggro has 500 area of effect, lasts for 2 seconds, and a 2 second cooldown for each hero. This cooldown is only activated when a hero is either directly attacked, or a unit visible to the targeted hero is given an order to attack the hero.
This means that when done right a unit can start the cooldown outside of the creep aggro area of effect and then proceed to attack a unit without drawing further aggro since it's on cooldown.
For example PotM's first takes advantage of this. By issuing an order to attack the Alchemist while she is away from the creeps, PotM makes the Alchemists aggro go into cooldown, but because she is farther than 500 from the lane creeps they don't attack her since she is outside of the aggro area of effect. She can now move as close as she wants to attack alchemist without drawing aggro for the next 2 seconds since Alchemists aggro is on cooldown.
By moving outside the area of effect of the aggro and then re-issueing new attack orders on Alchemist, PotM is able to abuse this techinque several times.

For heroes with orb attacks (Drow frost arrows, clinkz flaming arrows etc...), if you manually cast them it won't draw aggro. This is orb walking and makes harassing with them very potent. If you set it to autocast and simply right click, the normal aggro rules apply.
Waitwhat. Just so I am getting this right, ANY kind of rightclick on the hero activates a 2s cd for creep aggro?
I can sit somewhere outside of the 500range in which creeps would aggro me, rightclick my target and then move closer within the 500range of creeps while having a 2s window where I can rightclick him without taking creep aggro?
Edit: Is this cooldown seperate for every hero who is attacking or what is the range where it gets activated? e.g. could a ranged support rightclick out of creepaggro range to trigger it, giving his carry 2s of free autoattacks?
