Lanaya with enough points in refraction, he combos and you don't take damage, and without sandstorm he's squishy. Though it's not exactly outlaning, more breaking even.

1st of all: call for gank/dual lane if needed. getting 3rd skill simply means that most likely there is 0 point into sand storm. an extra hero to do some rune camp is the best thing to deny his regen
2nd: try to harass him using orb walk/spells (u was huskar) and keep him off the creeps from very level 1.
3rd: aggro the creeps so ally creep and enemy creep will split into 2 layers, gathers at 2 range creeps. this way caustic will have less effect.
4th: give up rune control and pull creep wave near your own tower by over denying

If you are melee or low range this really is the most you can do against a smart SK who goes caustic mid. Even Lanaya won't do great because he could just get a level of sandstorm to burn refraction in lane if he is smart.
Just get a ranged hero or exceptionally tanky hero that can bottle crow and trade harass like DK or anchor smash Tide. You are also probably going to need someone to help you with rune control. Although unconventional you could mess with SK by putting a Dark Seer against him as DS should have the advantage in harass and rune control, you just have to watch out for his level 6 combo.
they are pushing these heroes into main client -cm simply bc teams require more practice time before the TI2 hit the floor. I think its completely reasonable since majority of these heroes has quite some impact in the current meta game. CK naga NA and soon KoTL/meepo could all change the way people ban/pick, define team play style with some sick signature heroes.
Personally i think having enable them in 'Latest' version of -cm instead of 'tournament' is a better way to solve this but i guess Valve is treating current running tourneys as testing ground for TI2.
Well the Rubick restealing resetting cooldown was also a pretty big thing about Rubick. You can now steal Black Holes from Enigma's channeling it and use it on them and steal it again and Black Hole again.
