It's an insane midgame hero whose natural scaling with core, combined with its ability to farm and gain exp from multiple places make it extremely strong against certain lineups.
However, due to its steep learning curve (the only hero at around the same difficulty is the far more imbalanced invoker), fragility, somewhat weak lategame scaling, and abundance of counters (both single burst and AOE rape it pretty hard, and pro teams certainly have the coordination to focus), its a rare pick in high level play
The only two notable meepo players in the pro scene was the korean player Chu circa 2008-9 (switched to HON and LOL), who used it to very good effect in a few Asian tournaments before the Chinese began to target it with picks and focus, which destroyed it rather quickly. More recently, one of the second tier Chinese teams picked up 牛蛙 (no idea what his english ID is), who is known as the best pub meepo in the world, he's shined with it in a few games but top Chinese teams just tend to just ban it against him (probably not worth the effort to not have to come up with specific play style counters against a second tier team). Meepo's viability in high tier play is still doubtful, especially in the current push and aoe-teamfight oriented dota2 meta hes called niuwa by english people because they dont know chinese characters. just as expected???? Well "niuwa" is bullfrog, and he's used the id bullfrog several times, so I don't know why people don't just call him that.
He changes IDs like every tournament though lol.
Also, his item progression is...interesting. Treads->Blink->save a ton of gold and only buy if you have enough to still have buyback money after getting your item (options are Sheep, Mek, Travel's, Lothar's, etc.). He buys back WAY more than other Chinese players though, and starts saving for them way earlier.

IIRC when niuwa gets Travel's he still keeps his Treads. Tread's has priority on your other Meepos if you have both boots, so you'll see him drop Treads, use a TP on a different Meepo, then pick up Treads again.

So would you just build survivability on Meepo since only Treads Mek and Vlads is core, those are so cheap. Would he go for a Pipe? How about a Veil since he can trap and Veil instantly get huge bonus damage on all those poofs.

dagger is good on meepo aswell as you can blink the main one in and just poof the rest in for sick damage. Think it should be part of the core after mek and vlads i guess.

Because the main Meepo is still the only one that benefits fully from itemized stats, having buyback money is a bigger deal than having fighting items. Which is why niuwa doesn't get Vlad's/Mek that early, and starts saving/using buybacks very aggressively after he has Treads+Blink.
One thing about Meepo's clones is that they take a share of XP as if they were multiple heroes (e.g. if 2 Meepos and another hero are in XP range of a creep death, Meepo will get 2/3 of the XP rather than half). Because the clones benefit fully from your level-up stat gains, but only partially from bonus stats, levels do more for you than having gold. Buying back into a fight can still be worth it if your buyback doesn't pay itself back in kill gold if you got a level-up or two.

There's no point sending Meepos everywhere to leech XP in lanes that other people are already farming when 2-3 Meepos that are together can very quickly clear triple or quad-stacked jungle camps that no one else could farm that quickly.
