I recently build a new pc. Every time i play a game my hero, and other heroes in the game stutter for me.
specs sapphire 7850 OC (drivers 13.12) intel i5 3470 asrock h77m mobo 8gb ram
I have re-installed the game but it still did'int fix the issue. When i check my ping in game it says "140ping 0%pack loss"
Here's a quick 36sec twitch VOD my hero stuttering in game to give you an example.
Any ideas how to fix this issue? I'm beginning to think it's my gpu that's the problem. I don't stutter in any other game, like starcraft. But i do stutter in CSGO aswell for some reason. Did'int have any problems like this on my old crappy pc.

I think from your comments on reddit where you said that bot games do not stutter it is clearly an internet connection issue. I have had a very similar issue in TF2 just yesterday, solved it by looking at the netgraph and adjusting my interp values. You can show the netgraph in DOTA2 as well and adjust some of the settings, or so a quick google check tells me, so maybe that could help you. In any case using the netgraph in a live game will quickly show you whether your stutters are connection related or something else.

Definitely looks like a network issue and not a client-side issue. You're not losing frames or failing to render anything properly, you're just getting odd position on the heroes.

It's a connection issue. I know because it looks very similar.
I don't know if net graph shows the wrong ping or something. But it happened to me when I overloaded my connection (as in maximum download speed possible) Net graph said ping was about 120 ping which seemed low
