You can *farm* perfectly fine with the 2,5 breakpoint. Packs are permafrozen, Keywardens are standing still good enough to kill etc.
Permafreezing one or two targets (uber bosses) is a completly different ball game though. For that you need 2,73 breakpoint and really high CC - around 50%. The really hard part is permafreezing small targets, Maghda and Skeleton King for example. It is hard as fuck to keep them stunlocked. It's all about resetting the cooldowns for those two, 2,51 just doesn't cut it.
Freezing Ghom is easy, try the Keywarden on act1 for a more realistic scenario. I couldn't hold him with 2,5 breakpoint - i can hold him just fine with 2,73.

Using Twister to reset archon is only for a elite few. Normal players are way better off with something else. I use Living Lightning on Shock plulse since i have high attack speed and crit, but spectral blades also works nicely.

you need apoc to be able refresh archon with twisters. aside from that, archon generally doesnt need apoc, getting apoc cost a gold, so if you are not rich, use some primary skill to reset cooldown

I have around 140k dps in total and can slaughter Ghom on MP7 easliy. Ghom is just one mob, more mobs = even more crits and more arcane. And what about LOH which you are supposed to get faster if you use 2,73? The tornados dont do most the damage at all right? Freeze and boom do more damage and they are not affected. So you coudltn say its 10% more loh?? Its just very, very marginal.
The 2,73 gear is ridicolously expensive and if I would go back to 2,51 I could gain so much ehp/dps since I wont rely on things like lacunis/tals amor etc..
please correct me if I am wrong and share your experience about IAS on CM Wiz -_- If you feel comfortable running at 2.51, then my all means do that! 
Let me clarify a few things though: - The number of tornado ticks per second is proportional to the square of the attack speed, if you have enough apoc. The reason is that you can throw tornadoes faster, AND each tornado ticks faster as well. - A bit depending on exactly what skills you run, the twisters do contribute to the damage. I think they do about as much as chain reaction in general (maybe slightly less), so maybe around 40% of total damage typically. - What the twisters do however, is contribute the majority of the ticks (like 90% or so), and that is what triggers loh. So your life regen should scale essentially as the square of your attack speed (see point 1). So I indeed won't say it's 10%, it's more like 20%. 
The best thing is that you don't have to take my word for it! Try this page: http://d3cmww.com/cmww where you can enter all your data (a/s, dps, skill setup, playstyle, number of enemies, ...) and the page will tell you where your dps, life regen, etc is coming from. Play around a bit on that site and I think you will get a better understanding.
It is true as you say that it gets very expensive to get the last few 0.1 a/s, so if you are comfortable having not perfect permafreeze, but better ehp and dps instead, go ahead. Personally I use the build mainly with friends, so I lean more towards permafreeze (and let my friends dps), so I have 2.92 a/s but only just above 60k dps, and I still frequently have keywardens (and teleporting elites!) break free from my permafreeze... So whatever suits your style.

^cascade you could drop a slot of IAS and still be at the same breakpoint btw, unless you're using IAS bubble for 3+ breakpoint

edit: i have used macros and know other cm wizards that have, and no one *i personally know* seems to have been banned. only people on bnet forums saying they have been.

Thought i'd share my CM wizard with TL, I still ought'a to get crit damage on my gear but I'm thinking the most wise idea would be to wait for the patch to be released.
Currently I feel like i need more all resist and life on hit on amulet; but I could be wrong about this.
Running with 2,92 APS, 47,5% crit chance as of this post, 2 ApoC items. (5. feb)
Currently I farm mp5 without problems; and I'm able to survive mp10 (übers and champs) even though my dps is a little too low for it to be efficent.
Anyways, would love some feedback and ideas on what to upgrade; but preferably i'd want more all resist (660 atm) and life on hit.

I am well aware that Storm armor is better for dps if someone is going to point that out; but I find Energy Armor more reliable when farming mp5. (I do use it on lower MPs)

what I would do: buy 4cc stormcrow (cheap) and high average dmg non apoc offhand with some nice random roll (since dmg+apoc is too expensive here). that would let you to buy ring(s) without loh. also you can get lower on ias, since you use meteor and you are way above 2,73aps (or switch meteor to +ias bubble) imho your cc, AR and loh is ok-ish, your armor is way too low. i imagine for example spearmen, those spinning ugly tall things in act2 (keywarden there is the same type of creature) must tear your ass of -> so boots with armor or str, vilewards with str and oh, i just realized, your overall HP is too inflated with %life. so TR chest with armor and str more general philosophy: dedicate some slots to be defensive only and others offensive. its surely nice, that you have int vita cc ias loh rings, but its low int + low vita (personally I dont like loh rings, put it on amulet and make your rings ideally trifecta with some nice bonus)

Hmm, is that some light-version of ww/cm you are running? 
Anyway, I think you can get a damage upgrade from your ammy if you go down a bit in cc, and get as much cd and int as you can afford, look into +minmax damage as well. Also maybe a second pieces for your zunis boots?
May I ask how much you paid for that echoing fury?

the only thing I like is your armor. what is your ias breakpoint? how much cc (35?) do you have? I think you are focused too much on movementspeed. for your chest pick only AR or armor to get really high numbers and then accordingly choose some nice bonus (f.e. high armor with single res or higher AR with sth. picking both means stupidly high prize for not that much of stats. and vita there is low). for pants, vitality there can go up to 300, so even if you sacrified one socket it would be nice. and overall, no apoc? i dont see how that build is working
