No it doesnt, the worker count shows /24 for the minerals. This means people will still need to:
1) constantly make probes
2) transfer at 16
3) re-rally when each base has 16 workers
4) select the extras and retain 16 workers at each base when saturating a third base.
It doesn't change a single mechanic and means nothing when you are actually playing.

Looks like the warhound railgun got nerfed a bit from 25 to 23? Probably a good thing...
What happened to that super-thor? Regular thor is back, but I don't think it was changed.
Mothership core has a movement speed of .47...cool...
Tempest damage nerfed from 35 to 30 if I have that right. Ouch...no wonder that warp prism took 7-8 shots to go down

Personally, I sometimes select them individually so I can make drones with the ones closer to the minerals in the early game.

LOL as if this would have any influence on the decisions. Even in Broodwar with way harder mechanics players were able to basically pull off the perfect decisions most of the time.
Blizzard should just fucking stop to make this game even easier on the mechanics part.

^^ Ya i meant the best players obviously. Just making a point that it was possible through a lot of practice and that there's no need to dumb sc2 down further.
