I only found 1 topic where someone asked this question, and no one answered. I am sorry if it has been asked before, and answered. If there is such topic, please link it or something.
Anyway, I am moving to Seoul, Korea at the end of December. I will be staying for some time there (probably 1-2 years). I will be there when Diablo 3 is release, aswell as HoTS, and I would like, of course, to play them. I saw that I need something like Korean Social number in order to make an account. Someone suggested to try buying digital game on current account, but it is not working, still asking for that number.
Does anyone know how can I create an account there? I will get alien registration card, I will have an adress etc.....

Yes, you need to have a Korean social security number in order to create accounts for internet games in Korea. But actually, I think that you might get a temporary one, since you are going to have an adress there. Personally, I'd wait and see if you get one once you get that registration card. Otherwise, the internet is the place, since people have been using some social numbers that have been around the internet. But let me warn you, this is actually illegal to do, since you are using personal information of someone that is not yourself.
So my advice, wait till you get the registration card. I think you might get a temporary social security number. But not sure.
Otherwise, you can always use the numerious PC방 's that are in Korea to play games. They can probably provide an account for you. But also not sure on that matter.

I am not going to use someone else`s number  I am going to wait and ask when I get there, but just wanted to check if anyone knows... It is weird that it is so hard to find a simple answer. There have to be ppl with legal Korean accounts, who are not Korean

Search on how to get a taiwanese account, since kor/tw servers are now the same. Then use the relocalizer to make your EN client connect to the TW server.
That's how I did it.

you can always go buy a TW account, as TW/KR is one server...

Well, I only guess that as a foreigner you might get somekind of temporary social security number.
I only know the rules regarding adoptee's (since I'm one myself). I know, that we can apply for a F4 visa, that will give us same rights as a Korean citizen, except we can't vote. But we will be able to register on an adress and work, as well as get a social security number etc.
So if you're adopted, I'd look into this :D
If you're not... Wait and see if you get a temporary social security number.
Otherwise use PC방 's (internet cafe's) or maybe get an American account of these games. I think latency issues would be better from Korea to America, than Korea to Europe...

That's how I did it.
Yeah this is the easiest way to get a Korean account since they merged with the Taiwanese server. Heres the link to the guide

Purchase a TW account, the KR and TW servers are now merged.

Or just make a TW account, didn't know about that :D
