not that i want to claim combat ex is even close to good, but a B/B- zerg would never have lost a game vs a C-/d+ protoss. My uneducated guess is Chill is closer to c+ and combat closer to C (:
Chill was (is?) a legitimately B/B- zerg, but i kinda agree that people kinda underestimate him a bit since all he did was smurfing D players and beg for wins.
That, or he prepped REALLY fucking hard on Longinus and that + map imba took out Chill.
