Hi,
I'll present you a small php application I am currently working on. I will be updating this thread as I update the application.

Before complaining about how it looks or that its slow, read the rest of the thread .
The problem:
If you look at this search you will see that those threads appear on a regular basis. Each user creating his/her own thread results in chaos. There are attempts in creating a more organized way, for example This thread, but such a thread has to be manually updated by the op or a mod. If they get bigger it is also harder to keep an overview.
The solution:
A simple web-based interface, that allows searching partners for sc training. Users are able to register with a number of informations, other users can search for matching training partners and contact them.
Features/changelog
+ Show Spoiler + v0.4: -Added measurement for activity. Í won't go into the details how it exactly works, but you need to use (or at least stop by when you are online) the channel: op art Where Cascade and I set up a bot. -some colors for the tables.
v0.3:
-made tables sortable -you can collapse contact data by clicking it again -minor tweaks in display
v0.2: Changes: -Password system to prevent abuse, register(or change your data) with a password of your choice -Additional fields for contact data: iccup profile, msn, aim, yahoo, icq and xfire -New and more intuitive way of searching for partners, which also allows displaying a higher range of ranks -Only existing TL-accounts can join now
Bugfixes: -Accounts with spaces should now work properly
v0.1: Initial version. -register with your tl account and the matchups you want to play+your rank in those -no security, not so much a feature, but currently I rely on trusting you not to spam it with B- combat-ex smurfs and not to change chills account to D- -filter players by matchup(s) you want to play, displaying players of the same rank and +-2 ranks (unsure results in displaying all players of that matchup) -contact a player you want to play with by his tl.net profile (link on the player name)
Possible additions
-visuals: it currently features no design at all, I will change that sooner or later, functionality comes first -timezone field for finding partners at appropriate times -activity system, so inactive people won't be displayed but still be stored. Something along the lines of set your status to active every 2 weeks or so. -get rank from iccup profile (needs a solution for matchup specific ranks) -Having a channel with a bot to determine activity/get user information from the bot -Password recovery system -Your suggestion, think it, post it

Also there's no link to the listing so you kind of have to glitch it by selecting some shit and then hitting submit without having setup a username first.
Also the site is pretty unbearably slow T_T

Thinking about it, it can really be confusing. What it does is save your pvz as C-, which it does correctly.
You being listed as C- under zvp suggests you as a C- training partner for a zerg player, who is searching for Tosses.
The listing is the page itself, you just select what matchups you are searching, and it will show you appropriate training partners. When having the username field you are on the registration page. Proper design would make this clear, I guess I need to prioritise that.

Like in the reply above, it lists you as a b- pvz training partner. From the perspective of the protoss player searching partners for pvz it is correct. Sorry if this is really confusing, I'll think about something that will make this clearer.

From all perspective's, if you state pvz that means you're playing protoss, not zerg. or if you're saying tvz or tvp, you're stating that you are terran. So it's not exactly "confusing" it's just completely wrong.

Ok, I changed the host and made some minor changes to the layout, which should make it easier to use and added a function to list all players.
I am also using a new host, which you can find here. Updated the links in the op too.
If you registered before, you need to do it again, since I am using a new database.

This is cool... Is working now for me... I tried it a couple of hours and go and got 404 error.
Hopefully a lot of people will use this. At the least this is an awesome idea.

This is pretty cool website function but there's one concern that will arise. How about making the website delete users that are inactive for 5 months? Individuals will start leaving their names there even though they discontinued playing the game. This will allow people that are eager to look for partner have a more instant approach.

Look on my possible additions list, I am rather thinking about something along the lines of hide users after 2 weeks, if they don't set their account to active.

I love this concept. Very cool way for similar skill leveled players to match up without worrying about getting crushed. Unfortunately, I do think the layout is a bit confusing. Could you perhaps alter the layout so its easier to understand. Something like this:
I am a (insert drop down menu that has Terran, Zerg, and Protoss names) player who is looking for a (insert drop down menu that has Terran, Zerg, and Protoss names) player who is at (insert the D through A menu) level in skill.

Edit: I signed up. When I click on my name in the matchup selections, it doesn't link to my profile here of TL.net. It says, "the name MNC was not found."
It looks like there might be something with having a space in the profile name. Of course, everyone else has a continuous name, so testing this out my be a problem.

This looks like a really cool system, I added most the people that corresponded with my request on the tl. buddy list, so hopefully people will get into contact.
Maybe also something that could be added to the list, is a prefered timetable to play, that automatically translates that into say CET or KST, depending on what you want, that could be really cool.
Maybe also point out an official iccupchannel for this project?

I didn't anticipate that you can use spaces in your TL.net name . From the looks of it it is just a problem with the links, I'll try to fix it as soon as I get back on this.

This way you can easily connect. Once iccup and teamliquid have even a mild intergration the system will be super effective and very very helpfull.
Me and plexa talked about some great features that could go behind this.

Suggestions: - Work in the results interface, the list of results is a little long, maybe displaying results in 3 panels as columns could be better. - Add a TL background image. Yes please. Overall great iniciative.

Having it integrated in TL would be great. The motivation here was to practice/get some more experience with php though, therefore my code is not of a very high quality. We'll have to see.

With a channel bot with access to the database there could be a channel where people go and the bot will log the time/date when they logged on. This way inactive (not online for ?? weeks could be hidden from the list) people could be hidden easily. If the bot has access to the database might aswell allow you to query it, to get the players of your rank displayed in the channel.
Stealthbot can run scripts in VBScript, so getting a simple query to run will be definately be doable.

If Rey puts himself as a B/B- rank he wants to practice with players of that same level. If he is lying about his rank, he is only hurting himself in not getting proper practice partners. I am sure he is a sensible person and wants to practice with people at C+/B-/B rank as he is around that skill range. Therefore only people of that range will be asking him to train with them.
In short, if he is lying, no one is hurt but him. A practice partner database is not the place you would want to flaunt high rank for no reason.

If someone wants to have the old way of selecting matchups to display, just post it here. I will put it back in as an option for the next version.
To change your data, just re-register, it will overwrite the old data.
If someone decides to be annoying and takes your password or you forget it, send me a pm, then I will reset it for you, so you can make a new one.

This is great. I don't think I will use it as I don't play very seriously and prefer random games when I do, but really nice idea.
I will register later.
One thing I noticed though - when you click the "Contact Info" button, the box with the info expands. Yet you cannot click it(Contact Info) again to collapse the box.. gets annoying if you open alot of boxes.
Also, did anyone mention adding online/offline status?

As masterrey said correctly, the only one you are hurting with lying about your rank is yourself. That being said, as long as I am relying on Starcraft running on a virtual machine, I need to put my rank lower, brb 
Maybe it could use a karma system, where you can vote people up and down, based on things like activity, manner and real rank vs projected rank.

Can you embed this somehow on the site itself(as if with the stream thing on the top of the site)? This way we would get a lot more attention and hence more players.

And I'd really like it if you'd make it compulsory to add your iccup profile when you register. That way we could know instantly who to contact on Iccup without all the PM hassle. Makes easier to choose similiar skill level opponents aswell.

Btw. one tip: Idk ur code, but earlier you said ur code is not of a very high quality. I suggest that you try to keep the code so easy and especially "unmessy"(clean) so if this develops into something even bigger then you will save alot of time and frustration. Better start to organize ur code when its small instead of trying to get it clean when its already too big^^
Then again i completely dont know how messy ur code is but this just a suggestion and you know it yourself

 I've improved a bit in code quality over the versions, separating design and functionality more. I still think it could be a lot better though.
I made a script for stealthbot that can send stuff to the database in a work-aroundish fashion (host doesn't allow to access database externally). With a bot running this script in a channel I could now monitor player activity/send other things to it. Now someone needs to volunteer running a bot .

Bumping this: I am still in search of someone to set up and keep a channel bot running with a script I wrote. It would have to be on 24/7 and I can help you setting it up.
If that bot runs I can put in a field to show the activity of users. The coding for that is all done, I just need a home and a channel for the bot. I'd suggest just using op irc.

Update: -Added measurement for activity. Í won't go into the details how it exactly works, but you need to use (or at least stop by when you are online) the channel: op art Where Cascade and I set up a bot. -some colors for the tables.
If you don't see the colors, you need to hold shift and click refresh. The channel of this project is now: op art on Iccup.
PS: For the activity system to display something useful it will need to collect some data first.
