From which Standard did they started to go to develop the other races?
I would think Terran since they seem the most basic RTS race and they are quite similar to the Warcraft 1 and 2 races in contrast to Creep needing Zerg with their flying houses or the pylon network of the Protoss.
Also the original game campaign starts with Terran.

I think terran is the first fully realized race Blizzard made, zerg and protoss were ideas that were included in the campaign. Then zerg was made, then protoss. The races were made in the order of the campaign. Blizzard was inspired by 40k, Alien, and Starship Troopers. So Terran and Zerg were the natural two races, Space marines vs Tyranids, Humans vs Xenomorphs, and Terrans vs Arachnids. Protoss was made last and was a little more original concept.
As far a lore, I think Xel'Naga made the protoss probably older than terrans, then terrans discover zerg before the protoss, so zerg is likely younger than terran. So P is the oldest, then terran and the youngest would be zerg. You might think in the Zerus the birthplace of zerg would be ancient, but zerg probably evolved very quickly.

As i remembered, they actually kind of remade the whole game after "Space in orcs", so wouldnt the races kind of be totally different to the original Warcraft 2 engine/ campaign editor... And they also did some change after that, no? We had the Starcraft in the Diablo engine and they also changed the engine or something there. Hard to say how much was left from the Original Warcraft 2 expansion game orcs in the back hole.
Also there are far more screen shoots from that game, like minerals asteroids with intercepters and stuff flying around, etc.

Terran definitely plays very similar to the previous games warcraft 1 and 2 that are very similar to starcraft 1. Dont forget Babylon 5 Zerg= Shadows, Protoss= Vorlons, i mean the Guardians literally look like their ships even the shadows itself are not so far from hydras, And the vorlon ships and some of the clothing looks a bit like Protoss. ,etc.
The thing is many units and things from the warcraft 1 and warcraft 2 look or feel the similar to some units. Like the basic unit of warcraft 1 is like zealot... That is why it is hard to say really...

According to this wiki Terran was developed first, then Zerg and Protoss were developed concurrently. Zerg development took more time than Protoss as Blizzard spent a lot of effort to get the look right.

They continue to say zerg was late in development and had the most revisions. So it is actually Terran Protoss then Zerg. I do think the idea of Zerg was easy, like 40k or alien, but the look of the race was probably hard to make original looking bugs
