Some races are hindered by this inconsistency, especially the protoss race, while the terran race benefits from it.
Terran
Goliaths cheat the system by being the only large units to be carried in groups of four.
Zerg
Lurkers are the only medium sized units to be treated like large units when it comes to transportation.
Protoss
Zealots/High Templars/Dark Templars all are classified as small units, but are treated like medium sized units when it comes to transportation.
I remember this stuff mentioned all the time back when people were trying to prove the point that terran was a broken race more than ten years ago.
