This is most likely a Catalyst problem (i have a AMD HD 7800 series vid card and i run Win7 64 bit). My maintain aspect ratio setting was working fine up until the last time i played BW (about 2 months ago) but now the screen is always stretched out (no black bars on the sides) even when i have the option selected in CCC.
i uninstalled my old vid card driver and updated it to the new beta version but that didnt fix the issue, does anyone have an idea what the problem might be? heres a few things that i recently did to my comp that might have caused the problem:
1. Added an antivirus program (Avast, doubt it has anything to do with it)
2. I also updated my vid card driver via Advanced System Care (i dont remember the old driver i was using unfortunately). After i did this i kept getting an error message whenever i tried to open CCC that said: "AMD Catalyst Control Center cannot be started. There are currently no settings that can be configured using AMD Catalyst Control Center.". That was on the 14.9 driver, i uninstalled it and installed 14.11.2 Beta, I dont get the error message anymore but sadly it didn't resolve my aspect ratio problem.
P.S: "maintain aspect ratio" wasnt working on 14.9 either

Try playing with the settings on your monitor. Mine was doing the same thing until i changed the display settings on my monitor.

i dont have any, i assume you mean setting it to 4:3 via my monitor right?

Uncheck GPU up-scaling. Your monitor should be capable of handling scaling.
Click desktop properties in CCC and test 640x480.

i cant uncheck it, whenever i do and hit apply it rechecks it. 640x480 just changes my monitor res which isn't what i want, i want to be able to stay on 1920x1080 while having black bars on the side of my screen. it looks like this:

im gonna try installing older drivers, it might fix the problem

Starcraft runs at 640x480.
The point of testing 640x480 in CCC is to see whether that resolution stretches or gets black bars. While in 640x480 you can try to adjust your monitor's scaling or see if disabling GPU upscaling in CCC makes a difference.

Why not just run monitor as native resolution , or try using one of the custom aspect ratio's to see if that solves the issue, I had this issue before and just using one of the custom aspect ratio''s fixed it.

yay nvm i fixed it, guess it was a driver problem. it runs fine on 13.4 but i had to do the "greyed out" fix (maintain aspect ratio is unselectable on the older ati drivers). lesson learned, newer =/= better
