Koreans usually don't look strangers in the eyes. Atleast thats true for gamers, most don't have very good social skills.
At MBC Trials I raped some terran round one. I was feeling pumped and ready for round 2 vs. Reach.
I was then walking towards him and he was walking towards me and we made eye contact, he didn't look away, neither did I. I felt the power of the mantoss. There was nothing I could do. He was Reach. I was the first one to break the eye contact. I knew what was coming.

And the answer to your question is No because he's too old for that and if he wanted to move to SC2 he would have done that when Boxer, July, and other old timers had transitioned.

Why is it that a legend on KT has to retire every year right at the finals. Makes us KT anti-fans feel like d**ks.

Though you are an SKT fan and thus scientifically a horrible person, I agree... it definitely colors these finals in a way that it shouldn't be. It should be an unbiased match where the better team (*cough KT cough*) wins, but because of these retirements, I would absolutely DETEST SKT if they won.
fake-SKT-hate aside, I hope these finals are epic, as is required when seeing off one of the greatest Protoss heroes of all time.
