Common sense avoids scams like this.
Would you buy a car without ever seeing it or looking at it? No. Would you pay more than the asking price of a car? No. Would you give advice to a seller on how "quick and easy" it was to set up a Paypal account? No. Would you have terrible grammar and sentence structure if you graduated college and started a career in engineering? We can hope not.
TLDR: It is 100% scam. It is good that you did some research online.

Scam. trace the IP -- its likely Nigerian / West African in origin, which would explain the unique punctuation.
I'm just gonna leave this here since it seems ironic to be quoting someone with the handle "419" and the discussion recently shifted towards messing with the scam.

Its a scam-baiting site for anyone who hasn't seen it before. Basically they reply to the scam messages and their goal is to string along the scammer for as long as humanly possible and waste as much time as possible. There are some pretty hilarious stories in the archive if you haven't read them before.
OT Edit - I wouldn't mess with the sacmmer. Simply ignore the message since I think its 100% fake and they already have access to your real information.
