I don't have an answer for you OP, but you could try asking this account on twitter: twitter.com/CyACgaming. They run tourneys in japan, so they might be able to help. there hasn't been any activity on the sc2 side for some time, but it's worth a shot

EDIT: As Robinsa said, you may need a Korean account or install the American version But if you are looking for a hardcore PC game place, shin okubo is your best bet.

And to the OP, I know this isn't really much help, but I can't imagine you'd have too much of a problem just looking around Tokyo or asking people there, they'd probably know wayyy better than most people on TL.
