Still haven't been promoted, im like 36-13 now and nothing, im not even playing silvers or golds anymore, this has got to the point now where laddering is just pointless. I dont see what else I can do, ive nearly got a 75% winrate and not even facing silvers. Absolute crap. the most frustrating thing about it is I know people that are much worse than me and have worse ratios and they are now in silver.
The only problem im having in ladder at the moment is when im using Marine Tank Viking against Terran and as soon as they push they lift half their army into my base, ive tried missile turrets but they are 100 minerals each and it would be impossible to block every entrance ¬¬. Dont know how to combat this as tanks are simply too slow i feel to make it back to my base in time, and if they do severe damage has already been done.
Im doing pretty well with my Zerg though which I am playing in custom games with. I can beat silvers/low golds now and on occasions some platinums if they dont play well.

If you're playing ladder for the pretty league icon you're doing it wrong.

36-13 is too few games, come back after another 100 games.
To expand on that.
Your mmr was xx at the start with a high confidence that is where you belong. After going 75%ish in wins the mmr is now xxx with a low confidence. Once confidence is established again (you start losing due to facing good enough opponents) you will be promoted.
I recall a case of a person going over 30 straight wins without getting promoted due to the confidence on where to place him/her was so low.

Usually you need about 100 games to be promoted. I was pwning guys in Bronze league and winning even versus Golds and it took me about 98 games to be promoted to Silver with win rate cca 80%.

you should really not care about your league THAT much, like sob3k said. Its as easy. And if you constantly beat ppl that are in leagues above you (like your silver friend obviously) theres even less reasons to be worried about :o

Just to further expound upon what's going on behind the scenes... The matchmaking server refers to your internal matchmaking rating (MMR, as Yurie mentions) in all its decision-making. Let's say your MMR was at 1000 earlier on, and you were winning roughly 50% of your games. The matchmaking system has nearly 100% confidence in your 1000 MMR by the time you've played a lot of games.
Let's say you then suddenly improve! You steamroll other players with ~1000 MMR, and quickly rise to 2000 MMR. Each game you play that you win above 50% winrate, the confidence in your MMR drops (likewise, every game you lose below 50% winrate, your MMR confidence drops). The more games you have played, the higher your MMR confidence was, and the longer it will take for that confidence to drop.
Once your MMR confidence starts rising again (winning games when below 50% winrate, losing games when above 50% winrate), and gets above some arbitrary threshold, the system will look at your MMR and make a determination as to whether you should be in a different league. I reckon that it's possible, though extremely unlikely, to actually jump directly from Bronze to Diamond, if in the time between your MMR confidence dropping and rising again, your MMR jumps by a huge amount.
Well... That's how I reckon the system is implemented, anyway. lol

Just stick with it. Take the opportunity to do some experimentation with your builds, maybe? The system will bump you up eventually, it just takes time.
Note, that doesn't apply within the last couple weeks of a season. They lock the leagues/divisions so that you can do a last binge to get to the top of your league without worrying about ending up at the bottom of Silver, say, instead of the top of Bronze.

Well the ladder disagrees. =P
You can improve regardless of what your opponents do. If you have 75% win rate, then it's a great opportunity to start pushing for 80%.
