I searched and couldn't find it mentioned before so here goes. Apologies if it has already been suggested.
If you think Widow Mines are overpowered - and I do - you should advocate for auto-casting to be removed. Doing this, Terran skill would be way more evident because the best players would still perform that same micro even though they'd have to attack manually. This is somewhat of the equivalent to burrowed banelings, another skillful Zerg execution.
You can have the ability be a hotkey that will send a rocket to the selected enemy unit and splashes everything around it. Have the execution to mimic that of a High Templar's Feedback. Imagine the eye and finger execution it takes to look at a spread of unit and select the best target to splash. I guess this is similar to select-targeting banelings for tanks, but still this skill would get carried over to the rest of the matchups (because ta-da Widow Mines are good at everything!)
If that is still too hard for Terran, you can add a secondary button, similar to that of Baneling Detonate, that will send a rocket to the nearest enemy. This helps the Widow Mine retain its "turret" ability, but limits it to the player keeping track of the cooldown and minimap.
This nerf might be too much and discourages its use, but I think it should at least be discussed. Thoughts?

It would make widow mines better in the right hands, because they have a large delay and it's hard to have them shoot the best target right now

lmfao are u kidding me? You know that the only reason why Widow Mines aren't completely broken is because they AUTOCAST.
Do you have any clue as to how imba widow mines would be if they could be manually detonated? Think burrow lurkers

If that was the case with widow mines then lets say early game if i sent in a ling to take the hit and then move my army in, he could just wait until i moved my army in instead of the one ling making the widow mine go off and I would have to sit there forever until i had detection.

I'd take better targeting by the Terran for an engagement over losing random units here and there in the late game because there are mines freaking everywhere, and there's not enough amount of detection to spread around these humongous maps at that point. And don't say it doesn't happen to you, because I see it happen all the time to the pros.
As a Zerg player, I've seen so many games turned because a random pack of Zergling is running to this corner of the map to check something and BAM they all die, while the Terran didn't even notice it happening. I mean "good job" to the Terran for putting the mine there, but the risk-benefit is too great for the Terran (burrowed undetected in a spot without enemy detection vs ability to kill units for free because mini-armies and hit-squads don't usually have detection with them.)
My opinion anyway.

Force Blizzard to address Zerg's terrible Detection capabilities in a game that's getting more invisible units.

Well you'd have to introduce smart targeting like tanks if you have to manually target, otherwise it's useless. At which point it actually becomes a stupidly huge buff.
The whole weakness which top zergs are abusing to hell is that the Terran, at best, must unburrow the mines to stop them from casting on single lings or any unwanted targets. Many of the TvZs in GSL have made widow mines look absolutely terrible when the zerg knows what they are doing.

In my opinion widow mines aren't too strong but I'd still make a few changes. When units target a widow mine and the mine burrows, the units will change target and force you to focus the mine by hand. It's one of the small gifts terrans have that make no sense and that are there just to make it easier for terran. So I would remove that. It's a bit like when a medivac drops, canons will switch target. It doesn't make sense it just makes it easier for the terran. When you shoot a factory or an overlord and the army comes, your units don't automatically switch target so why does burrowing the mine or dropping marine do ?
I would give the widow mine a very small vision to force the terran to have a marine on top or a scan for vision. So the terran deserves a bit more the free shots they get. Also before they shoot they should be revealed, it would reward the micro. At the moment when they unburrow to shoot you can see them but you still can't shoot them without detection.
