Notice it only downloads ~10 MB worth of new content, the rest of the 14.5 GB is "completed" by using what your WoL already has. Kinda funny, if you think you pay so much money for a few MB. 
But I guess there're 6 GB not downloaded yet at this point.

So updating wol and letting it download is essentially pre-loading hots unless I am mistaken? Interesting :D

In your screenshot the WoL folder is 800MB, not 8GB.

I have the HotS beta as well but it still downloaded it for me. I did not get a progress bar in the launcher though, it was just downloading it in the background. Check Info > Connection Information in the launcher to see if it's downloading anything.

Running sc2 as admin might help also. I sometime have to do it to dl an update.

800 MB is the patch for WoL, You get rest of 8GB from your normal WoL instalation. (After checking your folder, patch automatically starts from 8GB / 14 GB)

That is not weirtd, that is how it is supposed to be. Blizzard stated in their news that it will be like this. And the reason is also quite clear: It preloads the patch, but does not apply it.
