So far in SC2 no non-korean player has ever made it through the Code A preliminaries. Some (Jinro, HuK, possibly others) have gotten tantalizingly close though.

I don't want to be that guy to put the damper on team Canada's party, but do we know if Scarlett is even playing in these? Her fan club states she was undecided about playing in individual leagues while in Korea and another poster in the Code A qualifier announcement thread said they thought she wasn't even in Korea yet.

Am I the only one who hasn't bought into the whole Scarlett hype. + Show Spoiler +I mean she's no TossGirl xD But I guess I'm the guy who also doesn't cheer for Stephano either lol.

Foreigners confirmed: cArn and Radrel are confirmed. Radrel is entering for fun, and has retired from SC2.
Other possibilites:
SLoG: He didn't try last time, but he's still in Korea and I heard he was training and very good.
Scarlett: Don't know if she's in Korea yet.
NaNiwa: He might still be in Sweden.
SaSe: He's in Taiwan I think, but he said he wanted to play.
ThorZaIN: Don't know why he wouldn't try!
MajOr: Again, no reason he shouldn't try!
LastShadow: LS never shows up unless he thinks he has a shot at qualifying. He recently said he's nowhere near his old skill level, which also apparently wasn't enough, so I doubt he'll try.
SethN: This guy tried last time. I know nothing about him or if he's even in Korea still.

To each their own. Personally I think she's the best chance we've ever had at seeing a non-korean qualify through the preliminaries.

Don't believe NaNiwa will be qualifying. He said (in TL attack) that IPL6 will be the last WoL event for him, IIRC
