Also I feel like it would be awesome if the accounts that are registered to hate on certain moderators should be banned by that moderator. Is that not allowed? Or does some other moderator just get to them first?

I don't understand this mentality either. I despise internet forums for the most part and TL is the only forum that I post on in an consistent basis and that is because of the excellent moderation/admin team. I tell people, those that aren't even into gaming much, that TL is one of the few places on the internet for decent conversation because of the lack of stupid ass trolls everywhere.
