The name of the forum is "StarCraft 2 Maps & Custom Games" and the StarCraft 2 part is quite important. So no, not there. I don't know where in the BW forum you should post, but I would assume General is the one to go with since it's does not fall under either Strategy or Tournament.

How do we answer this question? Do you want the highest post count with no warings/bans? The highest post count with 2 or less? Perhaps there is a function of posts and warns/bans that you want us to minimize across the userbase, calculus style.

^Highest post to ban ratio was my first thought of calculating it. But Templar's is probably easier to do. I'll settle for that lol.

Sorry if this has already been answered somewhere but I've used search and been unable to find it. Who can one talk to about a warning or some other action if talking to the mod who issued it doesn't work out?

A few special questions for mods who regularly ban other users:
If I were permed by request(hypothetically), would I still be able to PM mods and log in?
Would I ever be able to request an IP ban?
Would I ever be able to "come back" from a perm or IP ban if it were after several months and I had reconsidered?

1.) You can still log in and PM mods while banned, yes.
2.) I doubt it, those are more work than they are worth most of the time and are reserved for when they are actually needed
3.) Probably yes from a perm, although if you tried that trick more than once you'd likely find it much harder. Not from an IP ban, if you make us pull out an IP ban then its because you've *really* earned it.
