Like, I have no experience with 2.5-3k MMR pubs, but below a certain point I feel like picks would stop following high-level trends. Yeah this seems untrue to me.
I mean all you need to do is look at dotabuff. >4k or whatever comprise less than 5% of games, but troll is still one of the most picked heroes in dota, with like top3 winrate. Those numbers have to come from the great unwashed.
There obviously are some MMR effects. Tinker, for example, was never particularly cancerous outside the top games because most people couldn't really play him. Earth Spirit is and always will be in the same boat.
In general, though, anytime someone's checked hero winrates vs bracket, the effects have been pretty minor. In fact I'd argue the sniper/troll/jug/axe thing is the most lowskill-pub flavoured meta we've ever seen.

Seeing as TI4 more or less had what ended up being considered the strongest strategy of the version catch a ton of major teams off-guard at the event, I'd say it wasn't enough time for the version to get figured out.
IDK, it's a difference of opinion I have with a lot of people because some people like a major tournament being on a version that isn't completely figured out because it rewards the teams that "figured out" the patch. I think it just leads to shit DotA games because you get games where good teams literally lose at the draft because they didn't practice one of the key heroes in the version (e.g. EG completely writing off DP in 6.81 which ended up burning them pretty much from start to finish).

I don't think there is a perfect time to release the patch pre-TI. If they release to far in advance, it could get figured out or the meta could get into a rut. If they release it to late, we get issues like what Yango is talking about.
