RAM: 8GB Single-Channel
GPU: GTX 1060 6GB (Laptop)
Storage: 128 SSD + 1TB HDD (Game installed on HDD)

I've been working in China for about 2 years, and I bought a Chinese brand laptop which is used by my GF right now.
I've always gotten lower fps than expected from the raw specs, but today was the breaking point.
In Tomb Raider (2013), I'm getting 55fps average (Min 50) on ultra when I should be getting a LOT higher. In fact, with i7+GTX 1060 I should be getting ~50fps in RISE of the tomb raider (2017), which is a much newer game...
Fallout 4 - I'm getting 15(!) - 40 FPS in fallout 4 in certain instances on ultra. Lowering the quality from ultra to high and TAA to FXAA didn't help at all, still the same choppy ~20-30 FPS in demanding scenes.
Laptop's been getting a bit hot lately, but as long as I turn fan up to 100%, the CPU and GPU temps hover in the high 80s, so throttling shouldn't be a problem. However, the GPU utilization never went above 80% even when when I was getting ~15 fps, so what could be the problem?
Edit: No resource-intensive background processes, killed all resource-consuming processes through task manager and still the lag persisted.

Check CPU and GPU clock speeds under load
You could be throttling a lot in both cases, it looks like CPU performance issues. CPU throttle?
CPU performance in both of those games scales a bit with memory so single channel 2133 could perform substantially worse than dual channel 3000mhz+ and contribute to lower performance
Modern nvidia GPU's will start to throttle at much lower temperatures with major throttling past ~80c as well

Thanks Cyro, your advice is always much appreciated. After looking at MSI afterburner data, it doesn't seem I have any throttling issue.

Sure I was hitting 80ish degrees, but my GPU core clock never went below 1750mhz and CPU clock never went below 3ghz. Also, I was getting ~15-30 fps at the START of the game with only 60% GPU utilization, when both of my CPU and GPU temps were in the 50s.
Something really weird was happening though, because those small spikes in FPS (to 60+) happened when I was scoping with a sniper rifle. Coincidentally, at the same time the GPU utilization went up to ~100%, and game play was buttery smooth. (I alt-tabbed once so don't worry about the huge fall).
What the hell is happening?
Edit: Going from ultra to high nets me maybe 3-4 more fps, but going all the way down to medium gives me a playable ~45-50 fps, which is still terrible considering the hardware.

From everything you say it looks like a CPU limit but still very low performance; the GPU isn't being challenged there.

+28.5% FPS between dual channel ~2133c15 and ~3800c15 on that area of fallout 4 - one of the worst performing areas. Having both slower RAM (probably 2133) and single channel could be having a large performance impact.
That's coming from a game that runs terribly to begin with, hitting 30-38fps at that time on an overclocked desktop CPU.

TL's lucky to have you, Cyro. Thanks again for the in depth RAM information, I did a little bit of digging around and yah the problem is mainly due to FO4's poor optimization and my slow RAM.
I'm planning to buy another 8GB, could you also please take a look at my current RAM and let me know what to buy? I've forgotten all my knowledge on RAM timings, should I just buy something that matches my current stick or benefit from something faster?

Can't run faster than the slowest stick, in theory you can figure out and hunt down the specific type of memory chip used and buy that to have a matching set but that's awkward and it should run well enough either way AFAIK
That's 2133c15, the advertised frequency is double the "dram frequency" listed there. I hope you get a good benefit from that~
