Second one has a twin fan design while the first one is probably reference fan?
The two fan card will probably run quieter and cooler than the single fan.

The cooler on the first one is usually called "blower style". Second one is usually called "open air".
The first one will be noisier. Its cooler works by sucking air into that hole you see, and pushing it through the card's heat-sink. The air travels along the whole length of the card and gets exhausted directly to the outside. It needs to be very powerful to accomplish that and does it by running very fast. Its noise might possibly remind you of a hair dryer.
The second cooler should be a lot more quiet. Its two fans will run a lot slower. The air they move will mostly shoot back into the inside of the case, so the whole case will get heated up by the hot air coming out of the graphics card.
Typically, the style of cooler on the second card makes more sense to buy. The first card might be better when building a PC with two graphics cards as hot air get exhausted directly to the outside instead of revolving inside the case, meaning you could try to get away with less case fans. I think I heard blower style can never really cool better, but I don't have much first hand experience with noisy parts (except for sending them back after a day).

Thanks a lot! I'm only going to run a single card so if it's both quieter and more effective i'll definitely go with that one.

Just grabbed a Gigabyte 770...damn it's fast! Framerates in sc2 haven't changed at all though; even on ultra the GPU's only running at like 60%, while an impressive 2 cores of my 4670k are maxed out (blizzard pls use more cores).
Looking forward to playing bf4, it's so big it takes years to download.

With this budget and build requirements I think you can perhaps get a 4770 and get a mid range GPU to go with that? Perhaps Nvidia since those GPUs like Blizzard games more? I don't know about Diablo but what you really need for playing SC2 at max settings is good single threaded performance, and Haswell CPUs give you just that. Then a quad core with hyperthreading should be useful for photo/video/audio editing. So something like:
CPU: i7 4770 Motherboard: H81 or B85 chipset motherboard Heatsink: stock intel heatsink RAM: 8 Gb* GPU: ~GTX 760 ?
Case is your choice, PSU should be around 450-500W and be of decent quality. Not sure of exact numbers but I think that you shouldn't reach $1300 with these parts. However, I think that at this budget, spending some money on a Z87 motherboard, 4770k and a good heatsink can be well worth the extra performance you're going to get. It'll help with both SC2 and the media editing you'll be doing. It'll also be more cost effective overall.
*You could go up to 16 Gb of RAM if you're going to work professionally or do a lot of media editing.

my gf needs a new 14" laptop where she can play games on. I found two examples but which one is better?

Second option has a quad core i5 compared to a dual core i3, which makes it overall better. Not sure how clock rate differences. However the second option has a 4th generation processor compared to the first option which has 3rd generation. In terms if IPC, 4th generation is better, so the second option is better than the first one. The GT 750M is also better than the GT 730M.
So overall, the second one is better than the first one. Not sure about prices and if they're good laptops overall. I feel that ASUS laptops have the best reputation overall but I think online reviews would give you a better opinion than I would.

On the case of my bros pc that i finished building, the reset button light keeps flickering. and at different speeds, sometimes fast, sometimes solid for couple seconds and goes back to blinking, etc etc
case is a corsair carbide 330r.
is the blinking normal? or should the light be solid?

3dmark is a benchmark (testing performance) i dunno the numbers too well
my charts were showing sc2 performance (how long each individual frame took as shown by fraps, put against a few indicators for FPS)
