Ok, so I'm posting help for a friend because he can't post...because that's the problem.
Anyways, his main problem is that he can connect to the internet but can't load pages into browser. Some more details about this is that skype works, bw works but disconnects instantly, steam connects but doesn't connect to the store.
It seems that he can ping google.com/teamliquid.net, ip addresses fine. He's using windows 7, and has tried multiple browsers(Using chrome as default). It also seems like typing in the ip address directly does not work? Incidentally, other members using the same service(probably a router exists, but I didn't ask) have no such problems.
So anyways, things I told him to try from googling: netsh winsock reset catalog netsh int ipv4 reset reset.log netsh int ipv6 reset reset.log ipconfig /dnsflush Uninstalling norton
He's also supposedly disabled firewalls.
He also won't give me his ipconfig /all for some reason, but if you guys need it, I'll try to get that from him.

So, he's connected but it seems like he can't maintain a connection. First, a few questions for clarification.
1. Does his Skype work without a hitch? Can he hold a call and not have it dropped? 2. Is it wired or wireless? 3. If wireless, can other objects connect using the same wireless? If so, how do they act? 4. Please do uninstall Norton. I use Avast! personally, and it works great. Suggest to him that if his connection gets fixed. 5. If no other objects on the same connection can maintain a connection, then his router may be on the fritz. If you can confirm that his router is not the problem, then his ISP itself my be the problem. If it comes to that, have him call his ISP and ask about the problem. That most likely will be a last resort, though. 6. You said Steam works. Can he play anything online and maintain that connection? Trying to load the server list in TF2 would be a good idea.

His skype works fine. I was able to be in a call with him without a hitch.
I believe wireless, though I'm not positive. The only reason why we did uninstall norton was because similar problems suggested that this was a solution.

Try a different DNS for example 8.8.8.8. Flusdns just removes adresses that are saved on your PC, which doesn't help.

If he's on wireless like you said, try to get him to connect with anything else. Any iOS device, a laptop, a gaming console, anything. It will definitely help to know whether its his computer's problem, or his router/internet's problem.

The TS indicated he could ping the websites just fine, so there is no DNS issue. The fact that Skype/Ping works but webbrowsing doesn't is indicative of a problem with HTTP-connections. Misconfigured or buggy security software can cause this.

You might want to ask him what kind of error his browser is showing when he tries to connect to the Internet, this could help.
In order to gather some information, you could also ask him to do the following. - Install any telnet client (iirc, there's one embedded in windows, but I think you have to activate it - putty would do too). - telnet to www.teamliquid.net (on port 80 ofc) (Of course you could also telnet to www.google.com)
If the connection is established, he could just perform a simple check by writing "GET /". In such a case, giving us the output would be pretty interresting too. If it is not, again, the error message could be of assistance.
This will probably help into knowing whether this is a browser misconfiguration issue or not.

I had this exact same problem a day ago!!!
It fixed right after I opened up my LAN properties, go down to "internet protocol, TCP/IP" and go to properties, then change DNS server to automatically instead of "use the following"
I have no idea what DNS is or why that fixed it. But im 100% sure that was the reason why my problem fixed.
I had same problem where internet is connected, skype works but browser and games dont work online. Noone could tell me how to fix it, i just got lucky trying everything.
edit: It started when I got this new surfboard wireless cable modem by motorola

Hes tried that and most other solutions that came up on google as well

Sounds like something is blocking http / port 80 on the computer, that's why everything besides web browsing works (the steam store uses http as well).
My friend had this problem a few years back, and it turned out he had answered "yes" every time Norton had asked about something (a yellowish pop-up in the lower right corner), and he had inadvertently told it to block http requests.
Make sure Norton is properly uninstalled, it consists of several items I believe, so make sure you got rid of all of them. Also check sure any other firewall programs if any, including Windows' own are disabled. Make sure to re-enable one of them again afterwards of course.

Norton Removal tool, but also run ComboFix if its a rootkit which ive seen do very similar issues. Also maybe malwarebytes if possibly infection

Don't want to sound like an ass, but as long as you're not checking whether outbound requests on port 80 are blocked or not we're not really going to be able to figure out a solution.
But if you want to keep things as simple as possible, maybe try and connect to an HTTPS website? Although this probably won't help anyways.
If he can use other internet services fine it's pretty obvious that DNS resolution is not a likely issue.
Otherwise, you can try w/e comes up on google until you actually find something that solves your problem but then I don't really get what's the point in asking for help on a forum?

He can ping so ICMP is working which doenst use UDP or TCP. So i think its infected, Please just run ComboFix. If you have done the winsock reset and TCP reset, and the IP ssettings are not set to Static, then this is probably the best fix

i have had a similar problem recently, but it only occurred if i was the one who hosted the call. I am using a wireless connection, and what happens is if i host a Skype call, all wireless users can't use any internet browsers to surf any sites.
i haven't done anything to solve this but to let my friends host the calls instead, i have also called my internet service provider and their advise for me was to change my DNS settings.
