So I built the computer I asked about earliers - i5 2500k, Gigabyte z68m-d2h, Rosewill Capstone 450, 2x4gb Gskill Ripjaws, Sapphire HD 6870, Hyper 212+, Hitachi 500GB HDD, OEM optical drive, OEM Windows 7 Home Premium.
Everything seemed to work well for a minute, and most things still do. I'm using the PC right now... but whenever I connect my mouse (Zowie Mico), it works for about 15 seconds, I get the notification in the system tray that Windows is installing the drivers, and then the mouse cursor starts behaving erratically, making it extremely difficult to click on things. It takes a lot of effort, and using the mouse is almost impossible...
I have the most recent drivers for my MoBo and GPU. Does anyone have any idea what this could be?

I currently have my Logitech Mini Optical plugged in. It works, but the sensor in that mouse is a little fucked up and it works pretty badly on all computers when you move it fast. Also slow for 1920x1080 in the first place... but it works fine.

No idea, outside of trying another USB port.

I have a feeling that just adjusts the sensitivity in windows.
I dunno then, RMA it? Sounds like a hardware issue honestly. Maybe try it on another PC first.

The color of the light behind the scroll wheel changes and Windows mouse sensitivity doesn't change in the control panel. Although the choices are 400, 800, and 1600, and it supposedly skips pixels on 1600 so that setting is emulated. I don't manipulate professional images though so I don't think it will bother me. I'll go try it on another PC now...
Edit: Works fine on shitty Athlon II X2 system with the same operating system (different everything else obviously). Must be something about my new PC and this mouse... 
Edit: The click and scroll wheel work just fine, but the cursor sometimes just doesn't even move when I move the mouse, and sometimes it will jump from one place to another and then stop moving again, etc.
Edit: Now that I think about it, it didn't start sucking until after I installed all Windows updates and Microsoft Security Essentials. It worked for a long time, long enough to install GPU drivers, motherboard chipset drivers, and all updates until the last couple which I had to use my other mouse for. I also installed CPU-Z and Core Temp. So I guess it must be a problem with one of those, and I'd guess a recent Windows update...

A friend of mine recently bought a notepad that advertises itself as also working as a mouse pad.
Shit is fucking awful. Its made out of fucking paper! Of course it tracks abysmally!

I have a FUNC Surface 1030 which is reputable. I like the smooth side. But I moved the Mico onto the desk for a moment, and it worked! Then I tried the rough side on the 1030, and it worked...
This makes no sense at all. I guess I either have to get a new surface or get used to the rough side... wtf...
Edit: Still strange that it worked on the smooth side at first the first several times I plugged it in... oh well. I'll just deal with it.

A good cloth mousepad is a very fast surface and is excellent for tracking, and cheap.
Not suggesting you throw money at a problem but....

So I get to this screen

Did you try updating the default Windows Mouse drivers? It might be using an old driver that came with the Windows installation.

2500k, p67 pro3, 1600mhz 8gb, gtx 560 ti 448, haf 912, a dvdrw, capstone 450, crucial m4 128, not sure about what monitor, you could try a dell ultrasharp 24" but those cost a ton(should be ok with your budget)
