1200 what, with the computer used for what, and bought where? You can get new parts for an equivalent-performing gaming computer (no OS) for under 650 USD.
Cuban Pesos are tied to current USD value at 1:1, right? But I have no idea how much parts cost there.

The best thing i could find is this core i5 650 BOARD MSI H55M-E33 RAM DDR3 2X2GB And that alone costs 360 -___-

Those Core i3 / i5 / i7 with 3 digits are all last-generation parts, where current generation was released in January this year. The old stuff isn't cheaper to make, so why isn't anything else available?
The cost of i5-650, MSI H55M-E33, and 2x2GB DDR3 RAM is about $170 + $80 + $25, but these are parts nobody would buy, since you can get a significantly better CPU and equivalent motherboard for the same amount of money.

Look again at the list of questions in the OP. What's the computer going to be used for? Do you already have an OS or would that need to be purchased? etc.

so you kind of want a i5 2400, some h61 mobo that suits your needs, 8gb 30$ ram, HD 6850, and then I'd go with some cheap case and PSU like bitfenix merc and corsair cx430 depending on offers, the cheapest DVD RW drive and then try to find a reasonably priced HDD. That should be around 190 + 60 + 30 + 150 + 40 + 40 + 17 + 80 or so which is about 600$

There's plenty of difference though if you overclock it's actually better than them.

What would you recomend me, having 800 - 900 to spend? mostly games and stuff like that. And no..Cuba doesnt even have tech stores...but thats another story

So my friends brother has a shit old laptop with some old athlon, that he wants to play SWTOR on but it's terrible. He said he has 575 dollars but he also needs a monitor. I could put windows 7 on it for free so that's out of it. He does need a monitor which im saying hopefully will cost about 100$ for a cheaper one. Could anyone here come up with say a 450 475 build and a 100$ monitor. I told him i'd be able to build alot more for his money that a prebuilt but i also told 475 is not the most to work with.
