Before I start i'm not that tech savvy. I've never built a pc before and this will be my first attempt so details details details, please!! 
What is your budget?
I'm setting myself a budget of about $600. Of course I'd love to stay away from that if I can.
What is your resolution?
I currently game on 1024x768
What are you using it for?
90% of the time I'm going to be using the computer for SC2 gaming and streaming. I'd like to be able to stream in HD 1080p. I currently play on low settings because I like the feel better than medium(my max) but I wouldn't mind being able to run on high settings for my stream.
What is your upgrade cycle?
I guess I have a longer upgrade cycle. This is looking to be my permanent system for many years to come. I don't play any games other than SC2 on the PC and that's all i'm interested in.
When do you plan on building it?
Well I don't need it by a particular time, but I guess I would start working on buying and building everything as soon as I had a working build in order.
Do you plan on overclocking?
I'm not experienced with overclocking so unless it's recommended by any of you guys I really don't have a need for it.
Do you need an Operating System?
Yes I need an OS unfortunately. Any way getting around paying $100 for the basic Windows 7? .. yeah it's probably against the rules for anyone to answer that lol.
Do you plan to add a second GPU for SLI or Crossfire?

SkyR or Myrmidon could you make a build for me please. all i need the computer to do is be able to stream console shooters and diablo 3 at the highest quality (1080i at 60fps) with the black magic intensity pro. I know connection is a factor but we don't need to worry about that. and the budget i would like to be around 700$ but if going over is necessary then that is fine with me. and it needs to be a desktop but im sure you already knew that

Keep in mind that it makes no sense to stream a higher resolution than you're displaying. Also a 1080p stream of high quality would have a bitrate higher than most viewers can handle watching, so it's not that useful anyway.

Well the input needs to be something the BMI can capture, like 720p @ 60 fps as you mention. For the stream you output, 30 fps (if not a bit lower) probably makes more sense. The vast majority of video content on the web (streams, YouTube, etc.) is not 60 fps out of concern of the data rate. Given a fixed data rate, it usually makes more sense to lower the fps to 30 so the image quality can be higher. There's a tradeoff.

Also i would like to add that I imagine that we won't even need a new thread until the new consoles ship to consumers.
As far as gaming is concerned the industry is moving at a snails pace so the current thread's architecture will always be relevant until then.

Honestly when i play ladder myself i'm probably going to play on low settings with certain medium settings turned up because that's how i like it so far. haven't got to play on high settings yet so i cant knock it but yeah.

You can re-use the optical drive assuming it's SATA (cable) and not IDE (ribbon). You can also re-use the harddrive as your main HDD (so you wouldn't purchase a new one) or you can use it as a secondary drive for storage or backup.
You can re-use your graphics card if you want though you'll need to clean it with compressed air first to clear out all the dust since 90c is absurdly high. But I would seriously buy a new monitor. You'll thank yourself you did, trust me. Not only you are going to have a higher resolution which will result in better productivity and you'll be playing at a native resolution which will result in a better image.
But if you really insist on playing the game on low at a non-native resolution on an ancient monitor than you can get a GT 240 instead for $55 ($25 after mail in rebate): http://www.newegg.com/Product/Product.aspx?Item=N82E16814150553 Keep in mind this card will perform similar to the current card you have so you should be re-using that if it isn't dead.

say i eventually wanted to start playing on high settings. the graphics card that i currently have is not powerful enough for that right? id have to get a better one?

At your current resolution, you would be capable of playing on high with it. At 1080p, you'll probably want a better card.

Go for a 300$ build with celeron g530, 6570, 4gb, 500gb hdd, 350-400w psu, asgard etc.
That's going to be more than enough for that resolution for any game and you can stream that kind of resolution as well. streaming 720p with 4:3 resolution would be a disaster

Resolution doesn't dictate CPU requirements so no matter what resolution you have, picking the i5 2500k, when possible, is the best idea. If you can afford yourself some upmarket parts, there isn't much point going downwards picking the cheapest shit you can find.
The GPU is more contentious but I can see the reasoning behind the HD6770...its only $50 more or $30 if you're willing to trust rebates.
