I was just directed to this thread, and I am looking for your assistance! I am looking to build a brand new computer from scratch. I'll answer the questions you provided in the OP. Just as a side note I am not extremely computer savvy, I play them but do not know anything about them.
Budget- $800-$1300 ; I am trying to stay under $1k if possible. Resolution - I have a 2 year old 24" from Dell that is 1680 x 1050 ; I am open to replacing this Purpose - Mostly gaming like Sc2, Diablo 3, WoW, and I want the ability to stream as well Upgrade cycle - most likely something in the post 2 year range Building Time - I plan on beginning purchasing the necessary components and parts 9/30/11 Overclocking - I am not entirely sure what it is still (read the writeup) if it's not necessary then probably not Operating System - Yes I will need an Operating System, if the computer won't come with Windows 7 preloaded onto it Second GPU - I was instructed that it's not necessary for what i'm looking for Parts Locations - I have a Fry's Electronics in a nearby city to where I live, I also live in the U.S. so I can utilize newegg as well.
Lastly, just to reiterate I am extremely thankful for any help I will get on this thread, and once again I just would like to state I am not a really computer technical person, so the answers to the questions I formulated were made under the best possible educated guesses I had with the information provided. You can't dual GPU that, but I'm not sure if you're serious. Regardless, are you fine with spending a fortune?

Cheapest 6990 is ~$720 after shipping, before tax, so about $755 after tax. i5 2500k = ~$200, Asus z68 mobo ~$110-130. Not sure at all how much a 6990 draws but you're looking aroudn $50 minimum for that.
You can "dual GPU" via SLI with NVIDIA or Crossfire with AMD, respectively. They have to be identical graphics cards, so you'd "crossfire 2 6970's." I don't believe you can crossfire the 6990 anyways. I currently have a NVIDIA GTX 460 1GB as my current GPU, and I just bought a second one (on sale atm) for SLI. In order to perform SLI, I couldn't buy any other card except the GTX 460 1GB. I guess technically I could buy the GTX 460 768MB, but it's the same card with simply less VRAM, and by putting a GTX 460 1GB and a GTX 460 768 MB in SLI, would make it run essentially as if it were two GTX 460 768 MB cards.
That was probably excessive and only served to confuse you more. Long story short they need to be identical cards.

They don't have to be the same card but it's recommended (crossfire).

unless you wont to play on 3 screens then a hd6990 is ... useless
if you just want SC2 on ultra single GTX460 or hd6850 will do the work

Hey guys, I was hoping to get an opinion on a build my friend helped me put together. I'm in New Zealand so my supplier is Pb Tech, do you think there are spaces for improvement in the rig?

right now you'd be rather looking at i5-2400 H61 mobo cheapest 8 gb ram you can get 600w psu is overkill

Are you planning on running a tri-monitor eyefinity? Even if you are, dual 6950 is cheaper and better and quieter. 6990 sounds like a dishwasher.

Many of those have MIRs, but if you don't count MIR that comes up to a total of 693.50$ and maxes out almost anything at 1680x1050.

Nearly 300 dollars cheaper, runs everything at your resolution, should mostly perform better. GPU might still be overkill but there weren't really too good cheaper options at the site.

yea I mean if I can play on low/med around 60 fps I'll be more than happy Hope my cpu can rock it out like it's been doing all this time lol carrying my gpu so much

I doubt it's more demanding than crysis etc.
DirectCU II is a quadrizidribigillion times better as a cooler so that. The factory OC is a total joke so don't even count that, however the cooler is so good you can overclock it effortlessly, it's cool and silent etc. Personally though I'd get the DirectCU II 6950 if it's around the same price.
However, what lead you to the decision between those cards? Are you sure there's no better alternatives? Are you sure there isn't a significantly cheaper GTX 560 Ti for instance, or a better 6950 nearby? Are you sure you even need one, or would a 6870 be enough?
