The GTX 560 Ti is better than the 6870 so I'm not sure why your decision is between those two. Both of the cards are more than powerful enough to handle Starcraft II on ultra at 1080p. Upgrading to a 6950 2GB will have little impact on Starcraft II performance as this is a game that is heavily dependent on the processor.
A i7 provides more cache and hyperthreading which makes little difference in gaming since the majority of games don't take full advantage of hyperthreading and barely any games even take advantage of the four cores already provided by the i5.
Yes your monitor would work fine.

Apparently, it BSOD when she tried to open a program, say firefox or internet explorer. I'm trying to run her computer, stress test. But so far, no BSOD
My guess is that its either RAM or HD. I'm confident its not the RAM because ive run about 2 hours of Mem test with no error. But I could be wrong. I dont know how to test HD

This is standard. Number one way to prevent reproduction of an issue is to have someone try to take a look at it.

You can use HD Tune to benchmark it to see if the performance is abnormal by comparing it to other people's benches. The same software can also be used to check the SMART values to see if there is anything of concern.

while customizing one of the origin models, the GTX 560 and 6870 were at the same price. thought someone could offer some insight. i ended up choosing a different brand but went with the GTX 560

as Habel mentioned, you really should built your computer yourself. Just sit down on the floor and built it. Its nothing different than assembling a barbecue. You save at least a good 30% off prices and that could easily mean saving yourself 300$ for an hours work and having the satisfaction of running something that is completely of your choosing both in terms of specifications and aesthetics. That means you don't overpay for power you don't need and every part should be on par with each other in terms of quality. Prebuilts are a bunch of sh@t thrown together than overpriced.
2) both the 6870 and the 560ti will run SC2 on ultra easily. They are roughly the same in terms of power so I would go with whichever is cheaper (probably the 6870). No need for anything stronger for SC2
3) you dont need i7 for gaming

@Wideye, if you really aren't confident in your ability to build it, find a local parts store or use NCIX to have them build it for you. It will cost you some, but it will still be cheaper than to get it from a boutique.

I plan on building a new computer to play sc2 on somewhat high setting and streaming console games. My budget is $1000 but the cheaper the better. I know I am being vague but I never built a computer before and don't really know where to start. Can anyone give me any suggestions on possible builds?

Read the last 55 pages of this thread as there are several < $1000 builds. Skyr also talks about streaming as well. These last 55 pages or so will get you a very wide knowledge of what to expect and how to go about different aspects of your computer you want to build.

The heatsink fan are faster than the back fan of my case, i believe. Should i still keep the back case fan (exhaust)? (I remember you recommending me to have both fans on the heatsink to be the same speed
