is this build good? what can i do to reduce cost( by not changing how good the computer will that much) i will not overclock if its too risky

I'm agreed on the case with the earlier advice. CM 690ii is a good case. You don't need a high-end cooling windtunnel case for a single midrange GPU system.
Overshooting power requirements is fine, but the VX550 is already overshooting the peak load amount by at least 200W. Actual load at idle or while gaming would be lower than peak load anyway. It's a good unit (yes, it's 80 plus, though 80 plus doesn't mean much), but slightly dated. There are better values out there, especially since you don't need that much power. You can get a reliable PSU without getting something ridiculously out of proportion. You still have a mobo that uses DDR2 RAM along with DDR3 RAM, after multiple people in the other thread told you about it?

If you want to disable it, type msconfig in the run box and uncheck it from the starting services.
Is there a way to modify what superfetch preloads? It's just that it seems so high and I don't even run any programs that often except sc2 right now, and may be the windows media center because I'm checking out windows 7 programs. Once I have sc2 open (and nothing else besides this browser which only seems to add 1% ram usage), it is up to 78%.

Try looking into the HAF 912, its a much cheaper case that's very roomy as well:

You should also get a 955 and not a 965, as they are the same exact cpu with the 965's stock clock rate tuned up, if you plan on ocing, even mildly, the 955 will be just as good.
Finally, you might want to consider 1333 ram instead of 1600 ram simply because it doesn't affect gaming all that much, and you might want to get a tad better quality board from the money you save, as it seems pretty lackluster compared to the other parts.

You been the difference between the 955 and 965? Yes, it should be that.
I can recommend a good motherboard but I need to know, do you plan on ever running SLI?
If so, you'll either need to go intel or get a specific amd motherboard for it.

Why do I have x86 and non-x86 and why do all programs that I install go to the x86 folder? Is this fine?

Program Files is for 64 bit programs and Program Files (x86) is for 32 bit programs.

Starcraft 2 is 32-bit program? It seems like there are way more things in the (x86) folder. Are there more 32 bit programs than 64 bit programs?

Yes, SC2 is a 32bit program and so is 99% (100% maybe??) of PC games on market today.

Looks like a solid choice, and it should be barely enough to get ultra at 1920x1200.
If you really want Ultra at finest, then you should consider the GTX 460 1GB or the HD 6850 1GB, and also consider upgrading the CPU to a faster Phenom II X2 565 (and also trying to unlock some cores on the CPU).
Since you're in Canada you may benefit from ordering from NCIX.com instead of Newegg.ca
The benefit of Newegg is the combo deals, and you really don't get much of that on the Canadian site.

Frag, what do you think about this list that I saw posted in another thread? It looks like a decent starting place for planning pure gaming computers, though of course one-size-fits-all advice rarely perfectly applies to everybody's needs.

Basically I want to know if this is everything I need to run a computer (minus keyboard, mouse, monitor) and will this system run sc2 on high settings? Is this good bang for my buck?

Mmm, do you really need a full tower? From your build, unless you have like 8 extra HD's lying around I don't see why you need THAT much space, you're better off getting something smaller and cheaper.
Also, at this point you really should get 4 gb of ram,
You don't have a motherboard actually...
Caviar blue is a little slow, should get Caviar black or a different brand
How much more can you spend?

Don't get the 460 SE. Same price as the 460 768MB but has lower performance due to fewer cores, slower factory clock, etc (except at really high resolutions, but then the regular 460 1GB would be a better pick in that case).

They released a 565? I already considered the 560 a waste of money when compared to the 555.
