Unless you already sold the first build, just buy a new cpu,gpu and psu (unless its a reputable brand). A no name PSU can only put out ~250w if its rated at 500. and then there's the problem of efficiency.

My hard drive recently decided to shit the bed, so I wanted to take the opportunty to upgrade other parts of my computer.
I want to be able to run Starcraft/CS:GO on medium/high settings. I am more interested in a steady high FPS than to play on super ultra awesome graphics settings.
I have a budget of $400-500 but since I am a computer building virgin, I am afraid to change too many parts on my computer. I will only shop from ncix.ca, I just prefer walking in to a store, judge me . I'm trying to find somewhere I can buy windows 7 for a students price rather than full price.
I wanted to buy a new graphics card and hard drive, and expect also to buy a power supply as a result of it.
However I do not know which graphics card to choose, I spent a lot of time looking at the $150CAD range, then realized they all had a standard of PCI 2.1 buses, which I do not think my motherboard has.
I am pretty sure I have 2xPCI-E Gen.2 judging by reading the motherboard, and also one slot in which a Radeon HD 4650 sits (very tiny card.) + Show Spoiler +The website with the motherboard specs says 1* PCI Express x16 1* PCI Express x1 2* PCI
So, long story short, I need a new hard drive and graphics card, maybe a power supply if it exceeds 400W.

I'm in the final stages of deciding my build, so I want a last opinion on it. This build should not get too much more expensive than this. I don't need an OS. I plan to not overclock and will be running dual monitor. I'm aiming it to be able to play new games ~3-5 years from now with low-medium settings without a sweat.
The site I'm getting all prices from are dutch, since that way I dont have to pay shipping. I looked up the build in hardwareversand, but that's only about 12-13 euros cheaper, which will be offset by shipping.
The main advice I'm currently looking for is if this will all fit in my case and if everything is compatible etc.

Well assuming you have a 1080P monitor, this desktop should be fine. Good job, you've picked pretty good parts.
Personally, I would swap out that processor for a standard i5 2400, which is cheaper by 2 Euros. The two, I think, are exactly the same in performance; the difference is that the i5-2380P doesn't seem to have integrated graphics while the i5 2400 does. Integrated graphics can be useful because it can help you troubleshoot.
If you have a discrete GPU (i.e. that AMD GPU you are going to buy) installed, it will automatically switch itself off.

Here are my answers to the questions in the OP: + Show Spoiler + What is your budget? About $2000 at most, but aiming for $1500-ish.
What is your resolution? I want to run on two screens at 1920x1080 for work, but for gaming I'll only be using one of them. I already have the monitors, so they don't need to be added to the budget.
What are you using it for? Audio: I'm going to be running Ableton Live and doing some production/recording. I want to hook it up to an external audio interface which I have. It might be worth mentioning that the software I use doesn't support hyperthreading.
Games: - Starcraft 2 - Diablo 3, Torchlight 2 - Skyrim, Oblivion (with graphical mods) - Metro 2033 - Crysis 2 Other than those, I'm hoping to be able to game on high/ultra in the future considering my long upgrade cycle (3-4 years).

When do you plan on building it? Pretty much as soon as I come up with a build, so most likely in a week or two.

Personally, I would swap out that processor for a standard i5 2400, which is cheaper by 2 Euros. The two, I think, are exactly the same in performance; the difference is that the i5-2380P doesn't seem to have integrated graphics while the i5 2400 does. Integrated graphics can be useful because it can help you troubleshoot. If you have a discrete GPU (i.e. that AMD GPU you are going to buy) installed, it will automatically switch itself off.

the i5 2400 is actually almost 10 euros more expensive from this shop, so thats why I went for the 2380P, since they didnt seem to differ in performance instead of that graphics chip. Also there seems to be an integrated graphics chip on the mobo, wont that kick in for troubleshooting?
Also when I want to order this, the site says I need another case fan. But the case already says it comes with one. Is it really needed to order another one?

No, there is no integrated graphics chip on the motherboard; the motherboard just has the circuitry to hardness the processor's IGP if needed.
You probably don't need another case fan for such a low powered system. I'd buy the system first then see if you need additional cooling.

Sorry about not including enough info i have an i5 2500k that i decided i will overclock, 240 pin 8 gb ram, hd 6850 gpu, and a ssd. i just need a mother board that will do well with this build

The builder system is basing it off of suggested minimums from nvidia/AMD, who have to account for units that are scraping up against fraud with their ratings. A CX430 is actually good. Well, decent, and good for cheap.

It's not uncommon to see websites that go from something like a $40 CX430 to a $120 TX750 just to upgrade from something like an HD 5570 to an HD5770.

430w is enough for any sane quad core, single GPU configuration that isn't aiming to break overclocking records.

Oh I don't know how comfortable I'd be even with a CX430 with an overclocked FX-4100 and beefy single-GPU. But I don't know why anyone would do that anyways
