PSU replaced already, cpu is intel quad Q8400, and ram is 4 gb kingston. I know they could be defective, but it's more likely to be the motherboard since a lot of people complained about it.

can you guys recommend a mobo for an intel core quad 8400 socket 775 LGA? this wouldn't work I'm guessing? BIOSTAR H61MGC LGA 1155 (http://www.newegg.com/Product/Product.aspx?Item=N82E16813138332)

You need a socket 775 motherboard. Check the CPU compatibility list on the manufacturer website and also what type of memory (DDR2 or DDR3) it uses.

If you want LGA775, you basically need to buy off BST forums... I highly doubt any retailer even carries P45 and P35 boards anymore.

cpu-z says my dram frequency is 400, does that matter?

The motherboard will run the RAM at whatever speed necessary.
400 MHz at double data rate is 800 MHz effective btw—that's the most normal speed.

So I'm not sure when the best time to build a new PC is, I am for sure going to build it this summer, but I don't know if it matters in terms of prices if I build now or in august. help! Newegg refused my rma, saying there were several bent pins on the cpu socket(there was one, which i fixed.) and that 2 pins were missing, which was not true. It for some reason says Newegg approved my rma, but the rma facility says they wont.

Nobody does RMA on physical damage. Pro-tip. Take pictures prior to packaging, with the SN clearly visible, and then insure it when shipping. Then, if they try to deny RMA for physical damage, get it out of the shipper instead.

what manufacturer? was it sent from newegg to an external RMA center? Because some ones are actually pretty horrid, especially that one from Asus in Jeffersonville...

Asrock customer supports really good. they really care about their end-user! I have to wait for Newegg to ship it back, then send it to ASRock for $50 for them to Rma.
Also Jingle, what do you mean by "get it out of the shipper"?
