This isn't just a balance tweak anymore. It's something else entirely - borderline deliberate destabilization of the game. It honestly feels like they're intentionally taking the most frustrating aspects of StarCraft II and making them even worse.
Ghosts were already driving everyone insane. It's obvious to anyone being remotely objective that some of their power should be redistributed to other Terran units instead of being concentrated in a single unit.
So what do the developers do?
They buff the Ghost.
After that, what exactly are people supposed to think about them?

There’s a lot wrong with it, at least the lack of variety. In WoL and HotS, there was actually a choice of what to play, because tankless compositions were still viable. Now TvT is just a dull spectacle with no dynamism and not a shred of tension.
