Are you of the opinion that the success of other players cannot come without the slump of some? What if other players simply caught up, rather than Zest (and soO, though he has looked shaky) falling into some great magical slump? I'm sorry if you think Zest and soO are gods walking the earth, but other players are pretty good at the game too. Zest and soO not getting through may be an upset, but it's not like they lost 0-2, 0-2 in the first rounds of their respective qualifiers. Both got very close.

I don't think he's been that for a while - ever since he got stomped by TRUE in the Ro8 of GSL Season 2, to be exact. Currently I think there are arguments to be made for both Rain and her0 as the strongest Protoss.

I don't doubt he's skillwise one of the top 5 but I don't think there's much argument for Rain as the #1. As strong as he might be, he hasn't won a tournament in a year and that one (last year's Hot6ix Cup) was the only tournament he's won since HotS began (granted, he has multiple finals and semifinals finishes in major tournaments, which is why I say he's one of the top 5). I'd put herO, sOs and Zest ahead of Rain right now, and PartinG not too far off either.
All this talk about Zest falling off is ridiculous. There has never been a player that didn't have a bad streak. Even Mvp got knocked out of Code S for a season right in the middle of his reign of terror in 2011.
Edit: As a rough estimation of current form, I ran those 5 players' results (not ratings, actual game results) since September 1 in Aligulac (only offline matches against Koreans) and by percentage of games won I got:
1) herO (66%) 2) PartinG (61%) 3) sOs (59%) 4) Zest (57%) 5) Rain (54%)
