There are no WCS points for IEM, I believe.
I am myself confused why IEM would not give WCS points if Hot6ix Cup does. And yes, I am assuming Rain won't get his 250 WCS points. Maybe you can argue he should still get the 125 points for qualifying like he had lost in the Ro16, but I think if he's going to forfeit the tournament he should get zero points. PartinG should now be up for the 250 points for advancing to the Ro8.
If IEM really does not give WCS points that makes Rain's decision even stranger; 250 points can mean the difference between Blizzcon or not.

But wasn't there in the 2015 rules a part saying that eligible tournaments have to use the official ladder map pool, except in the off-season (I think I remember that, but I'm not sure)? That would fit with the "points given in the off-season" approach. And it would be unfair to place H6C as an exception tbh. Although I would laugh at Rain forfeiting H6C in hope of getting sweet easy points in San Jose, only not to have them in the end.
Events year-round will now be included in the WCS Standings and offer WCS points. Events held after the Global Finals at BlizzCon 2014 will be wrapped into the 2015 tally and subject to the 2015 requirements—two such events already qualify:
2014 Hot6 Cup – 4000 WCS points – November 18 to December 7 IEM San Jose – 4000 WCS points – December 6 and 7 Due to the current off-season, these tournaments are allowed to choose their own map pool.

the WCS rules say that a forfeit replacement counts as a swap, so it is now considered that Rain got 3rd place in his group, and Parting advanced from the group, so Rain now has 125 points, and Parting has at least 250 points
"the player’s placement will swap with the replacement player as according to the Advancement and Fill Policy. All applicable prize money and points will be paid out in the regressed position. The player will retain future season placements (Challenger or Premier League placement) if applicable from their regressed position. "

Is it clear these rules cover events other than the WCS leagues themselves? If so these rules should maybe be reconsidered. Not sure it's fair for Rain to get partial points for Hot6ix Cup when he knew (or should have known) all along he wouldn't be able to finish the tournament. Though since he locked in 125 points just for qualifying, maybe it's fair in this case because he wouldn't have known it yet at the time he qualified? Hopefully this is a rare issue but the rules shouldn't encourage people to join multiple conflicting tournaments.

I disagree completely. I don't like Rain's decision, but he earned 250 WCS points and PartinG didn't. Unless there is a rule that explicitly forbids the sort of stunt that Rain pulled, you can't just take his points away. If you don't want it happening again, write the rule.
PartinG has not earned 250 points. What he earned is the right to be in the ro8 under some strange, strange circumstances, and the opportunity to win WCS points if he can beat his opponent.
