Well maybe i wouldnt comment on the Romanian thing, but I think what hes trying to say is that every time someone says something jokingly, theres always 1 person who will think that hes being serious. I guess its normal though since English isnt everyones first language and also expressions and sarcasm arent fully understood around the world because of that n because of culture.
But Id have to agree with him that theres always at least 1 guy who doesnt catch the sarcasm and it leads to funny responses

I think that one you're talking about is "Playing to Win" by David Sirlin (http://www.sirlin.net/ptw/) which, while a good read, isn't the one that they're talking about. That book does help people change their mentality though if they're new to competitive gaming
