You mean download the entire thing again? Because simply restarting SC did aboslutely nothing. The strange thing is if I type the characters outside of the game and then just copy-paste them to the gamechat it works fine, but if I try to type them ingame after switching the layout exactly nothing happens.
Same thing with the chinese layout I have installed.

Same thing with the chinese layout I have installed. Weird. This happened to me the first time I installed it and I just closed SC and ran it again and it was working fine. Only thing I can think of to do is close SC, and swap your language back and forth, then log in again and test it.

If you don't know korean or are not playing on the KR server this is very silly.

I use Microsoft IME to override my US layout with korean. Set language to korean -> open taskbar -> enable Microsoft IME -> Click Han/Eng -> ㅈㅈ
