Going full wets wouldn't be a gamble, it would be conservative. He'd be much much slower. And then he goes on the radio and whines about not getting them, when he would have been 10 seconds a lap slower than everyone else on it

It continuous to dumbfound me how, whenever a track starts drying up, teams keeps going straight to mediums or even hards, instead of going for the obvious and reasonable gamble of softs tyres which can actually have a hope in hell of heating up properly

Would it be better if stewards were locked in a room with no insight into how the race was going, waiting for something to review?
If something is reviewable, they have access to all the camera angles, for a 1 min period before/after the incident.
That minimizes their knowledge of the race, while giving them enough information to work off of.

Not necessarily. FIA has never been worried about interfering with the results in the past.
5 second penalty seems to be the precedent in these cases. 10 second penalties aren't really a thing in F1, so the next step would be a drivethrough/30 sec penalty, which would be a bit of an overkill.
They could have done 2x5sec penalties, since it happened twice. But that wouldn't be reasonable either seeing as he wasn't informed of the first infringement and didn't have time to correct.

I don't think this would be a good idea, and there's a reason why no sports in the world does this. Context is everything, and sometimes that context isn't gleamed through just getting fed some 1 min videos of what happened. A lot of incidents aren't clear cut black and white. There's a reason why a lot of investigations require the teams or drivers to come up and speak with them. Depending on what the driver's thought process was, it could be ruled one way or another.
Perez is the perfect example for this. Clearly, he broke the rules by staying too far behind the Safety car. But why did he do that? Did he just forget the rules, or did his car have some kind of problem that only showed itself while driving at those slow speeds? As it turns out, Perez was just being a dumbass, and he got his penalty. But the Stewards can't know that from a 1 min video
