Ignoring the fact that they already have +1 armor , which makes armor upgrades slightly better,statistically speaking (assuming units deal with a single hit a low amount of damage compared to the total amount of shields, and the type of damage dealt to shields is the same dealt to hitpoints) the damage reduction is proportional to the damage taken. Stalkers have the same amount of hitpoints as shields, which means you'll never take more damage on armor (which is permanent) than on shield (can be regenerated), in particular well microed blink stalkers can absorbe much more damage on shields than on armor. That being said this works only for stalkers, most protoss units have more hitpoints than shields, and there's always the fact that they have +1 base armor, which means that adding a further +1 will make more difference.
