Brackets is a closed can. The opened can is when you can see all player's face, their hands on keyboard, and game screen visible on the same screen when they are playing, or visible by admins on site.

He said the admins wouldnt accept match results for each round until a certain time so there was a lot of downtime just sitting there waiting for the next round, especially when round 1 was 3 hours long

He's not really complaining about this being scheduled around NA times. He seems more upset about having been told to show up by a certain time, and then when he did show up, he was then repeatedly told to wait longer because his games were going to be casted and then finally got to play 90 minutes later.

I think it is more they have to wait around for hours in between games. The EU qualifier they just casted the best games available.
