Because WCS America is going to be invaded by like two dozen mid to top-tier Koreans. EU has like 4-6 Koreans (none of which I'd consider top-tier, except maybe Tails) in the quals alone, not including the invites to the Premier league. But the part that stings the most is that we won't see foreigners competing in the GSL anymore because of this exclusive/lock system. And the top Koreans won't be coming over to MLG anymore unless they're locked to WCS America. And then the reduced Korean prize pool (from last year). And how there was little communication and time given to the teams/players to prepare for this. The foreign Sc2 scene was dead until WCS. Regardless of any issues this is still a gigantic improvement from where the foreigner scene stood in late 2012.

Why wouldn't they come? The did in the past so why would they stop?

The connection from China to EU is incredibly bad so I wouldn't expect any of them to do well. On the rare occasion we get to see the Chinese on LAN they're usually okay, like mid tier foreigner (think Hasu Obs or Socke) for the best players but not really potential tournament winners.
