Well this is a common debate. Some people argue that it needs to be done to help new people get into the game... but really even for relatively new players/spectators it can get repetitive quickly.
I personally believe he should just cast for his current audience as you suggested. New spectators can pick things up with time. I would know... one of my friends did it fairly easily and didn't complain about not getting enough tips (or compliment the tips).
Then again other casters seem to mix in basic tips much better than Tasteless imo. It just sounds like he is focusing on it so hard, while other people toss it in to help out newer players... I can't really describe it.
