He just assumes most people here are familiar with the Korean culture. If some don't know, as an FYI, its courtesy to wear a mask when you are sick with a cold, flu, etc.
Tbh, I wish more people wore masks here in the States when they got sick. At least to work, school, etc .
Those masks are not very good at stopping the spread of the common cold though. They become saturated with spit and what not very quickly and increase the spread. So unless you are changing them quite often you are better off if people DON'T wear them and are just courteous with their coughing/sneezing.

If you're coughing, it's good manners to wear a mask =\ I hand my roommates masks when they get sick too. It's especially importent when you live in close contact with any other people.
