Ok I admit that I don't know who was the #1 best foreigner in SC1 but when you talk about the best foreigner in Starcaft overall you have to take SC2 into account and in that sense I would imagine WhiteRa would rank pretty highly since he appanretly had some pretty big wins in SC1 as well.

There's simply no really competitive terrans in EU/NA, just look at the international TLPD. Kas, Thorzain and Major are the only ones that get close to the koreans, for Kas due to insignificant wins in more minor leagues, Thorzain seems to be currently slumping (he was competitive for a while, I'll give you that) and all that major has accomplished is 1 decent MLG run.
Demuslim is probably the most promising, but seems to get screwed over by random events from time to time. A thorzain comeback would be cool also, but until then, T's won't have much to say in foreigner events.
