Zerg don't just max one unit. They don't even just max two units.
Pure zergling actually does fine against ghost tank for cost effectiveness. Ghosts are useless against zerglings, tanks have to be in enormous numbers and perfectly positioned to not get overrun.
Also, mutas are a fine counter. Ghosts 1 on 1 beat mutas hands down, but mutas often come in packs of 20+. MVP made 21 ghosts against July and it was seen as ridiculous. Of course MVP makes thors and marines as well, he's not potentially the best terran in the world because he found two units that work.
