I can explain this pretty simply.
My round1 i had a bye. No matches. Round2 ihad a pvp which ended with a fast 4g. I had a long delay between my next games and had watched his stream while waiting for my round 3 which was a pvz. I closed the stream, but, left chat open and didn't notice. That's the whole story T-T
Really doesn't matter, you've been caught and I honestly don't believe you would just "forget" to comply with one of the major rules of the tournament.

The evidence is quite against him atm. You shouldn't be in the stream chat regardless of anything and if you are, you should be punished. Pro athletes are punished if they are tested positive for an illegal substance, even if they had no idea they took it, or it was found on a mislabeled vitamin supplement. Sure, there is no evidence of cheating, but there is no evidence in the athletes case either.

I think the TL admins are aware of the issue now. If people start a witch hunt, it would just lead to massive bans in this thread. Just have faith in the TL admins, they will certainly deal with it, or at least prevent such stuff from happening at future TL opens.
Just trying to spare some people some bans they might not need to have.

Now if you're telling the truth I feel kinda bad for you man.
However you shouldn't have left the chat open; what an incredibly dumb thing to do. It's incredibly damning and I really don't blame people that are attacking you right now. If the stream chat counts as leaving the stream open in the background (it probably does/should) then you just have to accept it.

is there a rule against stream cheating though.

There is 0 proof. Stop starting a Witch-Hunt. This is like that Idra/Cruncher thing. Let the TL admins analyze the replay. If their is evidence then action will be taken, if not then drop it. At this point qqing non-stop is goin to accomplish nothing. I love Dragon, but if you are actually serious about tying to win one of these tourneys(I think he is joining it more for the fun factor) you should take down the stream.

You aren't suppose to have anyone elses stream open at all. You can stream but you can't watch if you are in the tournament.

good question, have you tried reading the rules though?

Yes, you're not allowed to have any stream open.
"Players may not have any stream open in the background when playing."

I'd be fine with this guy being banned if you have some sort of actual proof he was cheating. Maybe an official could look at the replay?
I'd really love if someone(admin) looked at the replay to end the controversy. This whole situation is pretty upsetting t-t

I'd be fine with this guy being banned if you have some sort of actual proof he was cheating. Maybe an official could look at the replay? Isn't stream cheating literally impossible to prove unless he admits it himself? The rule is, if he has his opponent's stream open during a match, he gets DQ'd but he can still just sidestep the evidence by saying he only had the chat open.
Doesn't TL deactivate streams based on circumstantial evidence alone (deezer)? I feel there is more circumstantial evidence against stealthypoo

I am flabbergasted, and I expect a reaction or in the very least a report on what will/won't be done because this degrades the very legitimacy of this tournament.
EDIT:

Can we actually take it easy and wait for admins to react, or get access to the replay so that we can check ourselves?

I haven't really been following these TLOpens since they turned completely NA based, but is it normal to have so few people signing up? I remember full 1024 men opens before.

theres proof that he broke the rules though... no other proof needs to be presented

Being in the chat doesn't mean you stream cheated, sorry.

There's a rule that says "you cant have a stream open", since he had a stream open he broke the rule and TL is going to act accordingly. Like it or not.
